Norsk helsenett SF (NHN), on behalf of the Norwegian Directorate of Health, wishes to obtain non-binding information, feedback and experiences from the supplier market in preparation for an upcoming procurement concerning the continued operation of the condom distribution scheme (www.gratiskondomer.no and www.gratiskondomer.no/glid). We believe that a thorough understanding of the market and of the factors that contribute to effective fulfilment of user needs prior to launching the procurement procedure is important to achieving the objectives of the procurement. We therefore encourage relevant market participants to provide comments, ideas, suggestions and experiences to help ensure that the resulting contract is as effective as possible while at the same time facilitating robust competition.
