Die kreisangehörige Stadt Straelen liegt im südlichen Teil des Landkreises Kleve, unmittelbar an der niederländischen Grenze in der Nähe des Großraums Venlo-Arcen. Als ein Zentrum des Gartenbaus am Niederrhein ist die ca. 17.000-Einwohner-Gemeinde wirtschaftlich erfolgreich und "grundsolide". Häuser, Straßen und Plätze sind gepflegt, es gibt einen attraktiven Stadtkern mit einem einladenden Marktplatz. Weiterführende Schulen, ein lebendiges Vereinsleben, Sport und Freizeit im Nahbereich und Einzelhandel in der Ortsmitte tragen zu einer guten Lebensqualität bei. Gemäß § 56 des Wasserhaushaltsgesetztes (WHG) sowie § 46 des Landeswassergesetztes (LWG) NRW ist die Stadt Straelen verpflichtet, das auf ihrem Gebiet anfallende Abwasser zu beseitigen und die dazu notwendigen Anlagen zu betreiben. Mit dem Abwasserbeseitigungskonzept nach § 46 Absatz 1 Nummer 6 legen die Gemeinden der zuständigen Behörde eine Übersicht über den Stand der öffentlichen Abwasserbeseitigung (Schmutz- und Niederschlagswasserbeseitigung) sowie über die Maßnahmen zur Erfüllung ihrer Pflichten nach § 46 Absatz 1, insbesondere die zeitliche Abfolge und die geschätzten Kosten der nach § 46 Absatz 1 Nummer 4 erforderlichen Maßnahmen vor. Das ABK einschl. dem NBK sind alle 6 Jahre erneut der Bezirksregierung sowie der unteren Wasserbehörde vorzulegen. Die Neuaufstellung des Abwasserbeseitigungskonzeptes und Niederschlagswasserbeseitigungskonzeptes 2027 ist Gegenstand dieser Vergabe.
