Description

Gegenstand der Ausschreibung ist die Beschaffung einer zukunftsfähigen, sicheren und browserbasierten Standardsoftware als Nachfolgelösung der bestehenden Fachanwendung BISSO KLV. Die Lösung dient als zentrale Fachapplikation für die elektronische Verwaltung und Bearbeitung von Kindern und Jugendlichen mit erhöhtem Unterstützungsbedarf und unterstützt die Geschäftsprozesse des Schulpsychologischen Dienstes (SPD) und der Abteilung Individuelle Leistungen (IL) des Volksschulamtes des Kantons Solothurn. Die Lösung führt sämtliche relevanten Klienten-, Fall- und Vorgangsinformationen in einem durchgängigen elektronischen Dossier zusammen. Sie unterstützt insbesondere die Anmeldung, Fallanlage und Fallführung, die Aufgaben- und Terminverwaltung, das Dokumentenmanagement, die workflowgestützte Prozessbearbeitung sowie den sicheren Informationsaustausch mit internen und externen Beteiligten. Eine vollständige Historisierung gewährleistet die Nachvollziehbarkeit der Bearbeitung und der relevanten Änderungen über den gesamten Falllebenszyklus. Ein besonderer Fokus liegt auf der abteilungsübergreifenden Zusammenarbeit zwischen SPD und IL sowie der kontrollierten Einbindung externer Anspruchsgruppen. Ein differenziertes Rollen- und Berechtigungskonzept stellt den datenschutzkonformen Zugriff auf Daten, Dokumente und Prozesse sicher. Die Lösung muss eine hohe Parametrierbarkeit, Erweiterbarkeit und Integrationsfähigkeit aufweisen. Sie unterstützt Suche, Auswertungen und Reporting, ermöglicht die Anbindung relevanter Umsysteme über definierte Schnittstellen und gewährleistet die revisionssichere Aufbewahrung und Archivierung gemäss den gesetzlichen Vorgaben. Mit der Beschaffung soll eine moderne, integrierte und nachhaltig betreibbare digitale Grundlage geschaffen werden, welche eine effiziente, transparente, sichere und medienbrucharme Klienten- und Fallbearbeitung innerhalb des Volksschulamtes ermöglicht.
