La présente consultation concerne un marché composite mono-attributaire (une partie passée selon la forme d’un marché ordinaire, et une autre partie passée selon la forme d’un accord-cadre à marchés subséquent). Cette consultation concerne des prestations d’études portant sur une étude de faisabilité technique de la requalification urbaine et environnementale de l’A8 dans la traversée urbaine de Saint-Laurent-du-Var (département des Alpes-Maritimes), sur la section Cagnes-sur-Mer (diffuseur 48) / Saint-Laurent-du-Var (diffuseur 49). La présente consultation concerne un marché composite mono-attributaire, défini comme suit : - Un marché ordinaire pour les prestations traitées à prix global et forfaitaire, - Un accord-cadre à marchés subséquent mono-attributaire pour les études complémentaires susceptibles d’être mises en évidence durant les phases 1 et 2 décrites ci-après, en particulier dans le cadre des échanges avec les parties prenantes de l’opération. Pour information, la part principale du marché sera traitée à prix global et forfaitaire. Cette consultation concerne des prestations d’études portant sur une étude de faisabilité technique de la requalification urbaine et environnementale de l’A8 dans la traversée urbaine de Saint- Laurent- du- Var (département des Alpes-Maritimes), sur la section Cagnes-sur-Mer (diffuseur 48) / Saint-Laurent-du-Var (diffuseur 49). L’étude à réaliser porte sur les aménagements permettant la reconstitution d’une trame urbaine par une couverture partielle ou totale de l’autoroute, offrant ainsi la possibilité de reconnecter le tissu urbain et d’atténuer les nuisances dues au trafic autoroutier. L’aménagement recherché représente également une opportunité pour le développement des modes doux de déplacement, et plus globalement pour une amélioration significative du cadre de vie des habitants de la ville. Les prestations à réaliser dans la partie hors accord cadre, seront réalisées en 2 phases: - Phase 1qui comprend une phase de diagnostic de la situation actuelle (état environnemental, occupation du sol et trame urbaine, déplacements et trafic, géotechnique (G1 ES)), et une phase d’étude d’urbanisme et environnementale avec exploration du champ des possibles, appuyée par une analyse multicritère permettant de faire émerger des solutions préférentielles. - Phase 2 qui comprend la réalisation du dossier d’études de faisabilité (étude préliminaire, correspondant aux études d’opportunité de projet de phase 1 de l‘Instruction technique relative aux modalités d’élaboration des opérations d’investissement et de gestion sur le réseau routier national (ITRN)), intégrant des études géotechniques complémentaires comprenant la mission G1 PGC. Pour chacune de ses phases, les prestations incluent également des missions complémentaires (pilotage de prestataires, études géotechniques, réalisation de documents de communication notamment).
