Description

Gegenstand der Beschaffung ist ein Rahmenvertrag über die Lieferung der nachfolgend beschriebenen Hard- und/oder Software sowie damit verbundene Dienstleistungen: 1. Lieferung von Softwarelizenzen gem. EVB-IT Überlassung Typ B, sowie (sofern notwendig) Hardware gem. EVB-IT-Kauf zur Realisierung einer skalierbaren und mandantenfähigen Videokonferenzlösung für mindestens 400 parallele Teilnehmer, 40 aktive parallele Konferenzen und der Möglichkeit zur Anbindung von ca. 360 vorhandenen Raumsystemen. ▪ Die gelieferte Lösung muss von Dataport im eigenen Rechenzentrum mandantenfähig unter Beachtung der Empfehlungen des BSI-Grundschutzes für erhöhten Schutzbedarf im Rechenzentrum des AG installier- und betreibbar sein (On Premises). ▪ Da die angebotene Lösung in einer komplexen Netzzonen Architektur betrieben werden soll, muss für jeden Netzzonenwechsel ein Application-Layer-Gateway (ALG) oder eine gleichwertige, BSI-konforme Alternative mit nachgewiesenem Schutzprofil geliefert werden. ▪ Die Softwarelizenzen müssen gemäß „EVB-IT Überlassung Typ B“ gegen regelmäßiges Entgelt (Miete) überlassen werden. ▪ Sofern Hardware Teil der angebotenen Lösung ist, wird sie gemäß „EVB-IT-Kauf“ gegen einmaliges Entgelt (Kauf) geliefert. Falls die Angebotene Lösung keine Hardware beinhaltet ist der „EVB-IT-Kauf“-Vertrag nicht relevant. ▪ Dataport erhält das Recht, ihrerseits Nutzungsrechte an der Lösung, insbesondere an Lizenzen, gegen Entgelt an ihre Kunden zu vergeben (erweitertes Nutzungsrecht, Unterlizenzierung). ▪ Die Lösung muss mit den vorhandenen Cisco-Raumsystemen nutzbar sein (SIP/H.323). ▪ Die Lösung muss die Kommunikation mit internen und externen Teilnehmern über das Internet und Einwahl mittels Web-RTC unterstützen. ▪ Die gelieferte Lösung muss entsprechend § 4 BGG für Menschen mit Behinderungen in der allgemein üblichen Weise, ohne besondere Erschwernis und grundsätzlich ohne fremde Hilfe auffindbar, zugänglich und nutzbar sein. Es müssen die relevanten Anforderungen gemäß BITV in Verbindung mit EN 301 549, insbesondere Kapitel 6 und die WCAG 2.1 A-Kriterien aus Kapitel 9 in der jeweils aktuellen Fassung erfüllen. Abweichungen sind ausschließlich zulässig, wenn sie in einem aktuellen Prüfbericht (Accessibility Conformance Report) als „Partially Supports“ dokumentiert sind. Darüber hinaus soll das System die Barrierefreiheit aller relevanten Komponenten - einschließlich Web-Oberflächen, Admin-Portale, Benutzerportale, Desktop- und Mobile-Apps, Dokumente & Medien sowie UC-/Meeting-Funktionen - nachweislich gemäß BITV in Verbindung mit EN 301 549 die WCAG 2.1 AA-Kriterien aus Kapitel 9 in der jeweils aktuellen Fassung erfüllen. Ein aktueller Prüfbericht (Accessibility Conformance Report) ist dem Angebot beizulegen. 2. Lieferung von mit der gelieferten Hard- und/oder Software verbundenen Dienstleistungen für ▪ Beratung bei und Lieferung von Informationen zur Herbeiführung der Betriebsbereitschaft, einschließlich Konfiguration und Customizing in Form eines Implementierungsprojekts gem. „EVB-IT Dienstleistungen“ ▪ Schulung von Administratoren gem. „EVB-IT Dienstleistungen“. ▪ Support (Hotline) und Störungsbehebung gem. „EVB-IT Pflege S - Langfassung“ für gelieferte Software, sowie EVB-IT-Kauf für gelieferte Hardware. ▪ Pflege der Software und Bereitstellung von Updates gem. „EVB-IT Pflege S - Langfassung“ ▪ Beratungsleistungen während der Laufzeit des Vertrages in Form eines Kontingents ohne Abnahmeverpflichtung gem. „EVB-IT Dienstleistungen“. Hinsichtlich der Einzelheiten wird auf die als Entwurf beigefügten Unterlagen Teil B - Leistungsbeschreibung sowie Kriterienkatalog verwiesen. Die detaillierte Leistungsbeschreibung sowie der finale Katalog der fachlichen und technischen Anforderungen an die Lösung werden nach Abschluss des Teilnahmewettbewerbs geeigneten Bietern zur Verfügung gestellt.
