Im Produkt Schulungsleistungen Sprachen und Sprachlernangebote eruiert die Personal- und Organisationsentwicklung (im folgenden POE genannt) den generellen wie strategischen Entwicklungsbedarf des DLR und berät interne Bedarfsträger bei der Umsetzung an externe Anbieter. Die Sprachschulungen umfassen internen Gruppenunterricht, auch für Vertiefungsthemen, Einzelunterricht und Individualtrainings sowie digitale Lernangebote als einzelne Module (eLearning, Niveaustufen von A1 bis C2 Gers, Nicht-EU-Sprachen). Die Schulungen finden nach Abstimmung virtuell und in Präsenz statt. Dies erfolgt im Rahmen eines Open-House-Modells mit dem Ziel einer Poolbildung. Werden die Voraussetzungen bezüglich Eignung und Qualifikation erfüllt, erfolgt die Aufnahme in den POE-Pool "Sprachen". Aus diesem POE-Pool wählt die Personalentwicklung während der gesamten Laufzeit jeweils fallweise für spezifische Thematiken geeignete Trainer*innen zur Durchführung von Einzelbeauftragungen. Die Anzahl der zu beauftragenden Dienstleistungen ist nicht verbindlich und unterliegt jährlichen Schwankungen. Mit Aufnahme in den Pool erhält jeder Anbieter eine entsprechende losbezogene Rahmenvereinbarung. Mit der Aufnahme begründet sich kein Anspruch auf eine bestimmte Mindestauftragsgröße oder auf ein Mindestauftragsvolumen für den Anbieter. Die Leistungen sind je nach Qualifikationsanspruch themenbezogen in vier Lose aufgeteilt. Anbieter können sich für ein, mehrere oder alle Lose bewerben. Die Entscheidung über die Zulassung auf mehrere Lose trifft die Personalentwicklung anhand der Qualifikationsnachweise des Anbieters. Die Vertragslaufzeit im Open House beginnt mit dem Tag der Aufnahme in den POE-Pool. Vertragsende für alle Verträge ist der 31.01.2030. Für eine grundsätzliche Beteiligung am Open House Verfahren sind die in der Bekanntmachung angegebenen Eignungskriterien und Mindestanforderungen zu erfüllen. Jeder Bewerber/jede Bewerberin kann über die Email-Adresse der offiziellen Kontaktstelle OpenHouse-DLN@dlr.de mit Angabe der Vergabe-Nr. D/340/2025 sein Interesse anmelden und erhält dann innerhalb weniger Tage eine Rückantwort mit allen erforderlichen Bewerbungsunterlagen zugesandt.
