Gegenstand der Beschaffung ist die Beauftragung eines externen Dienstleisters mit Beratungs-, Analyse- und Umsetzungsleistungen. Dies umfasst die Vorbereitung, Durchführung und Nachbereitung einer prozessbasierten, analytischen Personalbedarfsermittlung (PBE) als Gesamterhebung in der BGN. Die Leistung soll die BGN dabei unterstützen, die für eine sachgerechte Aufgabenerfüllung erforderlichen Personalbedarfe zu einem einheitlichen Stichtag auf einer methodisch nachvollziehbaren, dokumentierten und fortschreibungsfähigen Grundlage zu ermitteln. Sie dient zugleich dazu, die bisher vorhandenen Grundlagen der BGN zu konsolidieren, methodisch zu validieren und so aufzubereiten, dass sie für die künftige Personalbewirtschaftung, Personalhaushaltsplanung und Stellenplanung genutzt werden können. Die Leistung soll auf die in der BGN vorhandenen fachlichen Vorarbeiten, Aufgabenkataloge, Stellentypen, Parameter, IT-gestützten PBE-Strukturen sowie die durch die Hauptgeschäftsführung getroffenen Entscheidungen zum weiteren Vorgehen aufbauen. Der Auftrag umfasst insbesondere: - die Einrichtung und Durchführung eines Vorprojektes, - die Grundlagenermittlung und Planung, die Durchführung der analytischen Personalbedarfsermittlung, - die Dokumentation der Ergebnisse in Form eines Gutachtens, - die Konzeption eines jährlichen Fortschreibungsverfahrens auf Stellentypbasis, - die Begleitung der Pilotierung dieses Fortschreibungsverfahrens sowie ein - Prozess-Audit zur Personalbewirtschaftung und Personalhaushaltsplanung.
