Description

Um einen effizienten Einsatz der Fördermittel durch sorgfältige fachliche und administrative Planung, Durchführung und Kontrolle zu gewährleisten, ist die entsprechende Begleitung und Administration der Fördermaßnahmen erforderlich. Diese bezieht sich insbesondere auf Einhaltung und Erfüllung EU-beihilferechtlicher und zuwendungs- bzw. verwaltungsverfahrensrechtlicher Vorgaben gemäß den §§ 7, 23 und 44 Bundeshaushaltsordnung (BHO) sowie §§ 48, 49 und 49 a Verwaltungsverfahrensgesetz (VwVfG). Der Projektträger als Auftragnehmer (AN) unterstützt das BMV als AG in allen Phasen der Projektförderung durch Übernahme von entsprechenden Aufgaben der administrativen Fördermittelbearbeitung. Alle im Rahmen der Bearbeitung erstellten Unterlagen und Dokumentationen werden dem AG auf Anfrage jederzeit zur Verfügung gestellt. Der AG behält sich vor, stichprobenartig die Antragsbearbeitung und Antragsentscheidung nachzuprüfen. Korruptionspräventive Organisationsmaßnahmen sind zu implementieren. Zum Leistungsumfang gehört die Betreuung der Fördermaßnahmen - Förderrichtlinie "Entwicklung regenerativer Kraftstoffe", - Technologieplattform PtL-Kraftstoffe (TPP) und - Förderung eSAF Markthochlauf. Die Koordination der Fördermaßnahmen und die fachlich-inhaltliche Begleitung der Aktivitäten des BMV im Bereich erneuerbarer Kraftstoffe hat der AG derzeit der Programmgesellschaft NOW GmbH mit Sitz in Berlin übertragen. Der AN arbeitet entsprechend den Vorgaben des BMV in der Leistungsausführung eng mit der NOW GmbH zusammen. Grundlage der Zusammenarbeit bilden abgestimmte Inhalte und Schnittstellen, welche zwischen den Partnern nach Beauftragung spezifisch abgestimmt werden. **** Weitere Informationen sind den elektronisch bereitgestellten Vergabeunterlagen zu entnehmen.
