Das Konzept soll bestehende Planungen und teilräumliche Strategien zusammenführen. Es soll Antworten zu aktuellen Herausforderungen wie die dynamische Entwicklung im Bereich der Offshore-Windenergie oder Pharmaindustrie, den damit verbundenen Bedarf nach Wohnraum, die dringend notwendige Klimaanpassung der Stadtstruktur, den demografischen Wandel, die Mobilitäts- und Wärmewende sowie dem wachsenden Tourismus liefern. Dies soll integriert betrachten werden und daraus ein abgestimmtes Ziel-, Handlungs- und Maßnahmenprogramm für die Gesamtstadt entstehen.
