Description

Gegenstand dieser Ausschreibung ist der Abschluss einer Rahmenvereinbarung mit mehreren Auftragnehmern für die Bereitstellung von Personaldienstleistungen für Digital- und IT-Projekte. Der Rahmenvertrag dient dazu, dem Auftraggeber flexible Zugriffsmöglichkeiten auf qualifizierte Fachkräfte und Projektteams für die Umsetzung von IT-Projekten, Softwareentwicklung inkl. Projektsteuerung und UI/UX-Design, Qualitätssicherung sowie IT-Sicherheit und Datenschutz zu gewährleisten. Die Leistungen umfassen Einzelentwicklungsleistungen sowie Projektteams für konkrete Umsetzungsprojekte. Es handelt sich hierbei nicht um die Überlassung von Arbeitnehmern nach dem ANÜ, sondern um die Erbringung von Softwareentwicklungs- und -beratungsleistungen. Die Rahmenvereinbarung wird in folgenden Losen vergeben: Los 1: Softwareentwicklung, Architektur, Projektsteuerung, PMO, Controlling, UI/UX-Design & User Research Los 2: Qualitätssicherung, Test & Testautomatisierung Los 3: IT-Sicherheit, Datenschutz & Grundschutz Los 1 umfasst zunächst Leistungen der Softwareentwicklung und Architektur. Dies beinhaltet die Entwicklung von Frontend- und Backend-Anwendungen, Cloud-native Entwicklung, KI/ML-Entwicklung, Data Engineering sowie Software- und Lösungsarchitektur. Darüber hinaus sind Leistungen der Projektsteuerung, des Projektmanagement-Offices (PMO) und des Control-lings umfasst. Dies beinhaltet Projektleitung, Agile Coaching, Release Train Engineering, PMO-Leitung, Projekt-controlling sowie Projektassistenz. Weiter umfasst sind Leistungen des UI/UX-Designs und der User Research. Dies beinhaltet UX-Design, UI-Design, User Research, Accessibility/Barrierefreiheit, Content Design sowie Service Design.; Los 2 umfasst Leistungen der Qualitätssicherung, des Testmanagements und der Testautomatisierung. Dies beinhaltet Testmanagement, Testautomatisierung, fachliches Testen, Performance- und Lasttests, Security Testing sowie Quality Engineering.; Los 3 umfasst Leistungen der IT-Sicherheit, des Datenschutzes und des BSI-Grundschutzes. Dies beinhaltet In-formationssicherheitsmanagement, Security Architecture, Penetration Testing, Datenschutzberatung, Grund-schutz-Beratung, Security Operations sowie Identity & Access Management.
