Es werden IT-Dienstleistungen sukzessive in sechs Losen vergeben. Vorliegend betroffen sind allein die Leistungen zu Los 4 - Pflege und Weiterentwicklung „Portal LaWi“ für die hessische Landwirtschaftsförderung. Wesentlicher Bestandteil ist die Pflege und Weiterentwicklung des zentralen Online-Portals für die Antragsstellung durch die Landwirte. Das Portal stellt eine benutzerfreundliche Oberfläche zur Erfassung, Validierung und Statusverfolgung der Anträge zur Verfügung. Sämtliche Leistungen sind auf Grundlage einer Rahmenvereinbarung und mithin erst auf gesonderten Abruf/Einzelauftrag hin zu erbringen. Die Wirtschafts- und Infrastrukturbank Hessen (WIBank) fungiert als von der EU-akkreditierte Zahlstelle für die Landwirtschaftsförderung in Hessen. Die WIBank ist Teil der Landesbank Hessen - Thüringen (Helaba). Die Bereitstellung und der Betrieb der für die Landwirtschaftsförderung notwendigen spezialisierten IT-Systeme liegt in der Verantwortung der Helaba. Die Helaba hat die IT-Dienstleistungen für die Landwirtschaftsförderung derzeit an einen Generalunternehmer vergeben. Der Vertrag mit diesem Generalunternehmer endet zum 31.12.2026. Daher werden die IT-Dienstleistungen neu ausgeschrieben. Im Rahmen dieser Ausschreibungen erfolgt ein Wechsel vom heutigen Generalunternehmermodell auf ein Multi-Provider-Modell. Die bisher zentral vom Generalunternehmer erbrachten Leistungen werden dabei aufgeteilt und über sechs fachlich abgegrenzte Lose sukzessive im Wettbewerb ausgeschrieben. Die IT-Systeme der Landwirtschaftsförderung basieren auf einer hochgradig integrierten Architektur, die technische und fachliche Abhängigkeiten zwischen den sechs Losen bedingt. Im Rahmen der Umstellung vom einem Generalunternehmer auf ein Multi-Provider-Modell ist es daher zwingend erforderlich, dass die Dienstleister je Los nicht isoliert agieren, sondern Teil eines integrierten IT-Ökosystems werden. Vorliegend betroffen sind allein die Leistungen zu Los 4 - Pflege und Weiterentwicklung „Portal LaWi“ für die hessische Landwirtschaftsförderung. Wesentlicher Bestandteil ist die Pflege und Weiterentwicklung des zentralen Online-Portals für die Antragsstellung durch die Landwirte.
