Ziel der Ausschreibung ist die Beschaffung eines Daten-Aufbereitungssystems, das unterschiedliche Daten aus systemexternen Datenquellen (Eingangsdaten) des DFRS-Datenökosystems nutzt, um diese zu Verkehrswarnmeldungen (Ausgangsdaten) weiterzu-verarbeiten und in einer Datensenke (Nationaler Zugangspunkt / Mobilithek) für die weitere Benutzung verfügbar zu machen. Dieses System wird im nachfolgenden als Level-3- System für Deutschland (L3DE-System) bezeichnet. Durch das L3DE-System soll der AG die Rolle eines Service Creators entsprechend der DFRS-Maßgaben am Standort Deutschland einnehmen können.
