Kündigungsoption) Die Bundesagentur für Arbeit (BA) ist gemäß § 12a Gesetz zur Gleichstellung von Menschen mit Behinderungen (Behindertengleichstellungsgesetz - BGG) zur Barrierefreiheit ihrer digitalen Angebote und Informationen verpflichtet. Diese gesetzliche Verpflichtung erstreckt sich auf alle IT-Anwendungen (u. a. Internet, Intranet), aber auch auf digitale Dokumente wie PDF-Dokumente sowie im Zuge der elektronischen Aktenführung (§ 2 BITV 2.0). Um dies zu überprüfen und sicherzustellen lässt das Usability Accessibility Center (UAC) für bereits eingesetzte IT-Anwendungen, neu zu beschaffende oder entwickelnde IT-Anwendungen externe Begutachtungen durchführen. Weiterhin werden die Einheiten und Bereiche bei der Behebung von identifizierten Barrierefreiheitsproblemen sowie auch bei der Entwicklung der Integration von Barrierefreiheit in den Software-Entwicklungsprozess von Anfang an (Shift-Left) begleitet und unterstützt. Beschaffungsgegenstand ist ein Kontingent von Dienstleistungsunterstützung für die BA, insbesondere des Usability Accessibility Centers (UAC) für die in der Leistungsbeschreibung beschriebenen Leistungen. Ziel dieser Ausschreibung ist der Abschluss einer Rahmenvereinbarung mit den drei wirtschaftlichsten Bietern. Die Rahmenvereinbarung umfasst dabei das gesamte geforderte Leistungsspektrum. Es handelt sich um eine Rahmenvereinbarung über die Werkleistungen zum (agilen) Festpreis bzw. Dienstleistungen zum Festpreis sowie über Abrufe von Prüfleistungen zu einem Festpreis.
