Die fortschreitende Digitalisierung zentraler Geschäftsprozesse, geopolitische Entwicklungen sowie steigende europäische Anforderungen an Datenhoheit und Compliance erfordern eine zukunftsfähige und resiliente IT-Infrastruktur. Als unabhängige Zentralbank der Bundesrepublik Deutschland und Teil des Europäischen Systems der Zentralbanken (ESZB) stellt die Deutsche Bundesbank höchste Anforderungen an die Autonomie, Souveränität und Leistungsfähigkeit ihres IT-Portfolios. Um die Kombination dieser ambitionierten Ziele zu erreichen, benötigt die Deutsche Bundesbank verlässliche Partner auch für souveräne Cloud-Dienste. Mit der strategischen Entscheidung, zusätzlich zu anderen Public-Cloud-Diensten, souveräne Cloud-Dienste zu nutzen, verfolgt die Deutsche Bundesbank das Ziel, die digitale Souveränität und Sicherheit ihrer IT-Infrastruktur zu stärken, ohne aber auf die Innovationskraft und Skalierbarkeit moderner Public-Cloud-Angebote verzichten zu können. Im Zuge der strategischen Ausrichtung initiiert die Deutsche Bundesbank daher eine strukturierte Markterkundung. Ziel dieser Maßnahme ist es, die Leistungsfähigkeit und Eignung der am Markt verfügbaren souveränen Cloud-Dienste systematisch zu ermitteln. Dabei soll insbesondere geprüft werden, inwieweit die bestehenden Service-Portfolios der Anbieter den technischen, rechtlichen, organisatorischen und sicherheitstechnischen Anforderungen der Deutschen Bundesbank entsprechen. Diese Markterkundung fokussiert sich daher auf Cloud-Computing-Angebote, die das Verständnis der EU-Kommission an volle digitale Souveränität erfüllen ("Technology and operations under complete EU control, subject only to EU law, with no critical non-EU dependencies", vgl.
