The district of Emmendingen (Germany) intends to award a service concession combined with so-called economic gap funding for NGA broadband expansion, Stage III Schools. The goal is to provide the remaining 27 underserved addresses (schools) with a symmetrical data rate of at least 1 Gbit/s at peak load times. Planning, construction and operation of an NGA network are to be transferred to a telecommunications company under a grant agreement.
