Description

Auftragsgegenstand ist die Neubewertung der bisherigen Wiederbeschaffungszeitwerte und objektscharfe Neuaufteilung des Vermögens der Kanalisation der Stadt Dortmund. Einzelheiten können den Vergabeunterlagen entnommen werden. Die Stadtentwässerung Dortmund - Eigenbetrieb der Stadt Dortmund betreibt und unterhält die etwa 2.000 km lange Kanalisation (bestehend aus Freispiegelkanalisation, Druckrohrleitungen und offene Oberflächenentwässerung) der Stadt Dortmund. Die ebenfalls betriebenen Sonderbauwerke sind NICHT Gegenstand der nachfolgend ausgeschriebenen Leistungen. Die Stadtentwässerung Dortmund (im Weiteren Auftraggeber bzw. AG genannt) führt ihr Anlagevermögen in zwei Systemen: Im SAP-System erfolgt die Bilanzierung und Bewertung der Vermögensgegenstände, während novaKANDIS ausschließlich der objektscharfen Dokumentation dient. Gegenwärtig wird der Vermögenswert der Kanalisation über Fortschreibung per Indexreihe aus den Anschaffungs- und Herstellkosten (AHK) in aggregierter Form über Sammelposten abgeleitet. Es ist zu erwarten, dass dieses -wenngleich etablierte- Verfahren den tatsächlichen Wiederbeschaffungswert der Kanalisation nicht widerspiegelt, da unter anderem nicht alle bei Planung und Bau von Kanalhaltungen anfallenden Kosten über diese Indexreihe abgebildet werden. Vor diesem Hintergrund soll - im Rahmen umfassender Analysen neben dem in SAP hinterlegten Wiederbeschaffungswert (im Weiteren auch als Wiederbeschaffungswert Typ i bezeichnet) bzw. Wiederbeschaffungszeitwert (bzw. Wiederbeschaffungszeitwert Typ i) ein zusätzlicher Wiederbeschaffungswert (im Weiteren auch als Wiederbeschaffungswert Typ ii bezeichnet) bzw. Wiederbeschaffungszeitwert (bzw. Wiederbeschaffungszeitwert Typ ii) der Kanalisation unter Berücksichtigung historischer Bewertungsgrundlagen sowie aktueller Anforderungen und aktueller Marktpreise belastbar und objektscharf bestimmt werden und - auf dieser Basis eine einmalige Vermögensaufteilung des in SAP geführten Anlagenvermögens (Anschaffungs- und Herstellkosten, Restbuchwerte und Wiederbeschaffungszeitwerte) auf die einzelnen Objekte erfolgen und in novaKANDIS objektscharf abgelegt werden. Auf Basis der damit einhergehenden Analysen soll zudem mittels "fiktiven Trennsystem" die bestehenden Berechnungsgrundlagen für Schmutz- und Regenwassergebühren überarbeitet werden. Um auch zukünftig sicherzustellen, dass sämtliche Änderungen im Netz, die Auswirkungen auf das objektscharfe Kanalvermögen haben (z. B. Haltungsteilung oder neue Aktivierungen) in SAP (blockweise) und novaKANDIS (objektscharf) kongruent und gebührensicher verwaltet werden, ist zudem ein Datenkreislauf zu definieren und in Form eines Tools umzusetzen.
