Das Deutsche Zentrum für Luft- und Raumfahrt e. V. (DLR) plant den Neubau des „Human Exploration Control Center“ (HECC) am DLR-Standort Oberpfaffenhofen. Beschreibung der Aufgaben des HECC-Gebäudes: Mit dem Jahr 2030 wird das Ende der Internationalen Raumstation ISS eingeleitet. Gleichzeitig fokussiert sich die astronautische Raumfahrt Richtung Mond und Mars. Die NASA hat dazu das Artemis-Programm etabliert, um Menschen zunächst auf den Mond und dann auf den Mars zu bringen. Die Kernelemente des Artemis Programms sind das Trägerraketensystem „Space Launch System“ (SLS), die „Orion“-Kapsel mit dem „European Service Module“ (ESM), die von SLS zum Mond gebracht werden, die Raumstation „Lunar Gateway“ (Abb. 1) sowie die Mondlandefähre „Lunar Lander“, von denen jeweils eine von SpaceX und von BlueOrigin entwickelt wird. Die „Artemis-Phase 2“ basiert explizit auf internationale Kooperation. Ein erster konkreter Schritt ist dabei der Bau und Betrieb des lunaren Gateways. ESA unterstützt dies unter anderem durch zwei Module am Gateway, das I-HAB und ERM. Der Betrieb hiervon soll laut NASA in jedem Fall von Europa aus durchgeführt werden. Das „Human Exploration Control Center“ (HECC) soll dabei evolutionär aus dem Columbus-Kontrollzentrum (Col-CC) entwickelt werden und in Zukunft die beiden ESA-Module am Lunar Gateway betreiben. Das Col-CC und damit auch zukünftige HECC wird in Partnerschaft mit ESA am DLR Raumfahrtkontrollzentrum (GSOC) betrieben. Damit erhält das GSOC neue Aufgaben, die deutlich über das voraussichtliche Ende der ISS im Jahr 2030 hinausgehen und den Betrieb von astronautischen Missionen am GSOC für die nächsten 20 bis 25 Jahre sicherstellen. Dieses neue Zeitalter der Raumfahrt mit neuen zum Teil kommerziellen Missionen, gestiegenenen Sicherheitsanforderungen und neuen Zielen in Deep Space stellt neue und zusätzliche Anforderungen an den Betrieb und an das Gebäude, die mit dem neuen HECC-Gebäude erfüllt werden können. Das Human Exploration Control Center (HECC, auch Mondkontrollzentrum) ist das zentrale europäische Kontrollzentrum für den Betrieb der ESA-Module auf dem Lunar Gateway und die Koordinierung der ESA-Aktivitäten an Bord dieser Raumstation. Die ESA Beteiligung am Lunar Gateway besteht aus den folgenden Hauptbestandteilen: • Das I-HAB Modul als ein zentraler Knoten mit mehreren Docking Ports, einem Lebenserhaltungssystem (ECLSS), Kühlsystem, Stromversorgungssystem sowie Schlafplätzen und Aufenthaltsbereich für die Astronauten. • Das ERM mit einem Docking Port für Versorgungsraumschiffe, der für die Treibstoffübernahme ausgelegt ist sowie Stauplatz für Versorgungsgüter, Arbeitsplätze für Astronauten sowie sechs Fenster bietet. • HLCS (HALO Lunar Communication System), das von NASA für die Kommunikation mit den Astronauten auf der Mondoberfläche betrieben wird. Das HECC-Team am GSOC liefert dafür den Engineering Support, also die technische Kompetenz und Experten. • Nutzlast-Experimente wie das European Radiation Sensor Array (ERSA) und das Internal Dosimeter Array (IDA). Das HECC wird die beiden Module I-HAB und ERM sowie die ESA-Payloads betreiben und die technische Unterstützung des Betriebs für alle Module einschließlich HLCS leisten, wobei das das HECC die neuen Aufgaben schrittweise übernehmen wird: • CMV (Co-Manifested Vehicle) geplant 2027: Betriebsstart der ersten ESA Payloads sowie die technische Unterstützung für den HCLS, das von NASA betrieben wird. • Artemis IV geplant 2028: Betriebsstart des I-HAB-Moduls parallel zur laufenden Mondlandemission • Artemis V geplant 2030+: Betriebsstart ERM parallel zur laufenden Mondlandemission. Flächenkennwerte: NUF 1-7: 4.912 m², BGF: 9.268 m². Prognostizierte Kosten: Die Kosten des Projektes (KG 300+400) werden derzeit auf ca. 35,8 Mio. EUR netto geschätzt. Terminliche Meilensteine: - Leistungsbeginn Planung: März 2026. - Baubeginn: Mitte 2028 - Inbetriebnahme: Oktober 2030 Es ist beabsichtigt mit dieser Ausschreibung folgende Leistungen (stufenweise) zu beauftragen: Leistungen der Objektplanung Gebäude und Innenräume, Leistungsphasen 2-9 gemäß §§ 33 ff. HOAI. Zunächst wird in der 1. Beauftragungsstufe die Leistungsstufe 1a (= Leistungsphasen 2 und 3 gemäß § 34 HOAI) beauftragt. Die Leistungsstufen 1b bis 5 werden stufenweise abgerufen. Ein Rechtsspruch auf Gesamtbeauftragung besteht nicht.
