Description

Der BLB NRW plant mit der Universität Duisburg-Essen (UDE) eine Sanierung des Bestandsgebäudes LE und einen Ersatzneubau für die Fakultät der experimentellen und theoretischen Physik. Derzeit ist der Bereich der Fakultät Physik der UDE am Standort Mülheimer-/Lotharstraße (M-Bereich) untergebracht. Die Gebäude sowie die technische Infrastruktur sind überaltert und unzureichend. Die Flächen sind momentan ausreichend. Daher wird ein 1:1 Ersatz der Flächen angestrebt. Angedacht ist die Unterbringung der Lehr-/Seminar- und Büronutzungen für die experimentelle und theoretische Physik im bestehenden LE-Gebäude und der Labornutzung der experimentellen Physik in einem angegliederten Ersatzneubau. Hierzu wird das LE-Gebäude leergezogen und entkernt sowie die umliegende unterirdische Infrastruktur entflochten und zurückgebaut. Zur Freimachung des Neubau-Baufeldes gehört der Abbruch des Gebäudes LH sowie die Verlegung des momentan im Gebäude LE beheimateten Datenknotenpunktes sowie der Freizug/Abbruch des zugehörigen Versorgungstunnels im nordöstlichen Teil des Baufeldes. Die Ersatzflächen der Physik sollen mit dem SEP-Vertragsmodell (Schlüsselfertige Errichtung mit integrierter Planung) einschließlich der Inbetriebnahme als partnerschaftliche Zusammenarbeit erstellt werden. Dazu soll die Vergabe sämtlicher Planungs- und Bauleistungen in einem Auftrag an einen Totalunter/-übernehmer (TU) erfolgen. Zur Unterstützung des BLB in beratender (Stabs-)Funktion sollen Leistungen der Projektsteuerung für alle 5 Handlungsbereiche in allen 5 Projektstufen gemäß AHO extern vergeben werden. Eine externe Qualitätskontrolle soll die Ergebnisse der Objektplanung, der Fachplanungen zur technischen Ausrüstung sowie alle Leistungen der Bauausführung in Bezug auf die Planungs- und Projektvorgaben, Inhalte und Schnittstellen plausibilisieren. Ziel ist die Gewährleistung einer kollisions- wie mängelfreien, regelkonformen Planung, Ausführung und Abnahme der Baumaßnahme als Grundlage für einen nachhaltig reibungslosen Betrieb. Es handelt sich um Leistungen der Projektsteuerung und Qualitätssicherung unter Anwendung der BIM-Methode für ein SEP-Verfahren. Die Leistungen sind im Wesentlichen in Zusammenhang mit den der jeweiligen Projektstufe zugeordneten Leistungsphasen (LPH) der HOAI für sämtliche Leistungsbilder: - Projektstufe 1: Projektvorbereitung (SEP-Vorbereitungsphase) - Projektstufe 2.1: Planung (SEP-Vergabephase) - Projektstufe 2.2: Planung (SEP-Planungsphase) - Projektstufe 3: Ausführungsvorbereitung (SEP Bauphase) - Projektstufe 4: Ausführung (SEP-Bauphase) - Projektstufe 5: Projektabschluss (SEP Bauphase) Mit Vertragsschluss werden die folgenden Projektstufen beauftragt: - Stufe 1:SEP-Phase 1 Projektvorbereitung Grundleistungen und Besondere Leistungen - Stufe 2.1: Planung (SEP-Vergabephase) Grundleistungen und Besondere Leistungen Es erfolgt eine stufenweise Beauftragung. Der BLB behält sich vor, erforderliche weitere Stufen und sonstige Leistungen einzeln oder im Ganzen optional zu übertragen. Auf die Beauftragung der weiteren Leistungen besteht kein Rechtsanspruch.
