Description

Zur Abbildung verschiedener Ticketprozesse benötigt das Landesamt für Finanzen (LfF) ein neues Ticketsystem, welches im landeseigenen Rechenzentrum des LDI betrieben werden muss (On Premise oder in der rlp-Cloud). Mit dem neuen Verfahren soll der bisher eingesetzte SAP SOLUTION MANAGER 7.2 mit dem SP Stack 20 -Stand 11/2025- und das bisher eingesetzte Ticketverfahren Zammad abgelöst werden. In das neue Verfahren sollen zudem auch Tickets aus anderen, nicht SAP-basierenden Bereichen abgebildet werden. Die vollständige Einführung des neuen Ticketsystems (einschließlich der notwendigen Anbindung an Folgesysteme, Abnahmetest und Multiplikatorenschulung) soll dabei bis zum 31.07.2027 erfolgt sein. Eine produktive Nutzung des neuen Ticketsystems muss somit für alle angebundenen Nutzer (auch Nutzer anderer Behörden im Land Rheinland-Pfalz) spätestens ab dem 01.08.2027 gegeben sein. Nähere Einzelheiten können Sie den beigefügten Vergabeunterlagen, insbesondere der Leistungsbeschreibung, Systemumgebung und Vertrag, entnehmen. Gegenstand der Beschaffung ist die Erstellung des in den Vergabeunterlagen beschriebenen Gesamtsystems, einschließlich der Herbeiführung der Betriebsbereitschaft durch den Auftragnehmer auf der Grundlage eines Werkvertrages und der Systemservice und die Weiterentwicklung des Gesamtsystems. Das Gesamtsystem besteht aus einer auftraggeberspezifisch angepassten marktüblichen Ticketsystemsoftware (On Premise bzw. in der rlp-Cloud des LDI /Miete), die den Anforderungen der modernen Ticketbearbeitung durch den Auftraggeber gerecht wird, inklusive zugehöriger auftraggeberspezifisch erstellter bzw. angepasster Integrationen in das IT-System des Auftraggebers gemäß den weiteren Regelungen, insbesondere gemäß den funktionellen und technischen Spezifikationen des Auftraggebers, vgl. Leistungsbeschreibung. Hierzu gehört u.a. die Integration der Ticketsystemsoftware in die vom Auftraggeber betriebene SAP-Landschaft, u.a. Anbindung an das Transportmanagement, die Abbildung verschiedener Auswertungen und Berichte, der Aufbau von Wissensdatenbanken und Migrationen aus verschiedenen Quellsystemen. Zur Herstellung des Gesamtsystems ist die Software u.a. einzurichten und zu konfigurieren, insbesondere Nutzer-Accounts anzulegen und Daten gemäß Leistungsbeschreibung bzw. Systemumgebung zu importieren, die Software über Schnittstellen an verschiedene Tools des Auftraggebers anzubinden, die geforderte Automatisierung herzustellen, eine hohe Interoperabilität mit den benannten Drittsystemen herzustellen, zu testen, Testinstanzen einzurichten und zu betreiben, den Onboarding-Prozess erfolgreich inkl. Schnittstellenintegration zu den Drittsystemen und Schulungen abzuschließen. Eine produktive Nutzung nach Abnahme des Gesamtsystems muss für alle angebundenen Nutzer des Auftraggebers, vgl. Leistungsbeschreibung, zum 01.08.2027 vertragsgemäß möglich sein.
