A German contracting authority is procuring, under a framework contract pursuant to Section 19 of the Sector Regulation (SektVO), the supply, complete installation, implementation and commissioning of an automatic passenger counting system (APCS) for buses. At least 92 buses (solo and articulated) from the operators' fleet are to be equipped, with call-offs possible for up to 130 buses. The first call-off must be completed by 30 September 2027 due to funding conditions. The project duration is 8 years from acceptance. Systems must operate autonomously, provide counting data centrally, support parallel multi-user access with freely configurable roles, and allow remote access to vehicle control units.
