Die Deutsche Bundesbank (im Folgenden „Auftraggeberin“) ist die unabhängige Zentralbank der Bundesrepublik Deutschland und bildet gemeinsam mit der EZB sowie weiteren nationalen Zentralbanken das Europäische System der Zentralbanken (ESZB). Als öffentliche Auftraggeberin i.S.d. § 98 f. GWB unterliegt sie für die Beschaffung von Liefer-, Dienst- und Bauleistungen dem Vergaberecht. Ausgangslage des vorliegenden Auftrags ist die Vertrags- und Rechnungsbearbeitung für ein Bestandsvolumen von rund 6.000 Verträgen mit einem Rechnungsaufkommen von mehreren tausend Rechnungen pro Monat. Dabei ist das Rechnungsaufkommen zu bestimmten Abrechnungsstichtagen (Monat/Quartal/Halbjahr) verdichtet. Die Auftraggeberin benötigt externe Unterstützung bei der Vertrags- und Rechnungsbearbeitung. Die Unterstützung wird nach Aufwand erbracht. Der Auftragnehmer setzt hierfür eigenes Personal ein, das er fachlich führt und steuert, und arbeitet in den Systemen und nach den Prozessvorgaben der Auftraggeberin.
