Gegenstand der Vergabe ist die Beschaffung von Dienstleistungen der Wirtschaftsprüfung/Jahresabschlussprüfung und Steuerberatung für die Investitions- und Förderbank Niedersachsen - NBank sowie die NBank Capital Beteiligungsgesellschaft mbH (NBC), die NBank Capital Verwaltungs GmbH (NBCV) und die Niedersachsen Beteiligungs GmbH & Co. KG (BGN). Die Leistungen werden in zwei Fachlosen vergeben: Los 1 - Wirtschaftsprüfung/Jahresabschlussprüfung: Durchführung der Jahresabschlussprüfungen einschließlich der in der Leistungsbeschreibung festgelegten prüfungsnahen Leistungen. Fest beauftragt ist das Prüfungsjahr 2027; die Prüfungsjahre 2028 bis 2030 sind optional. Die Höchstabnahmemenge beträgt insgesamt 16 Jahresabschlussprüfungen. Für die NBank können darüber hinaus bis zu vier Prüfungen gemäß § 89 WpHG optional abgerufen werden. Los 2 - Steuerberatung: Steuerdeklaration, laufende steuerliche Beratung, umsatz- und lohnsteuerliche Beratung, steuerliche Begleitung von Projekten sowie Unterstützung bei Betriebsprüfungen und Rechtsbehelfsverfahren auf Grundlage von Einzelabrufen. Die Höchstabnahmemenge beträgt insgesamt 500 Personentage über die maximale Laufzeit 2027 bis 2030. Für jedes bezuschlagte Los werden mit den jeweils betroffenen Auftraggebern gesonderte Rahmenvereinbarungen geschlossen. Bieter können Angebote für ein Los oder für beide Lose abgeben; ein Bieter kann aufgrund der festgelegten Zuschlagslimitierung höchstens ein Los erhalten.
