Der A400M DPP-Vertrag und die zugehörigen Vertragsanlagen beschreiben ein Zulassungs- und Qualifikationskonzept, in dem die Certification & Qualification Organisation (CQO) ein zentrales Instrument für die Bewältigung der Zulassung und Qualifikation darstellt. Die CQO unterhält verschiedene Arbeitsgruppen "CQ Panels", welche spezifische technische Themen bearbeiten und dabei Zulassungs- und Qualifikationsempfehlungen erarbeiten. Gegenstand der zu vergebenden Leistung sind Dienstleistungen in Form der Bearbeitung der deutschen Arbeitsanteile in den in der Leistungsbeschreibung aufgeführten CQ-Panels in Übereinstimmung mit den Terms of Reference (ToRs) gemäß dem A400M Military CQ Procedures Information Document (MPID). Dazu gehört die Auswertung der jeweiligen Prüfberichte der Industrie, die Abgabe von Empfehlungen gegenüber der CQO - insbesondere zur CQ-Compliance Dokumentation - und die Bestätigung der jeweiligen CQ-Konformität. Zusätzlich verfasst der Auftragnehmer unter anderem einen Abschlussbericht zur jeweiligen Projekttätigkeit sowie einen Halbjahresbericht zur Paneltätigkeit. Weiterhin besteht eine vierteljährliche Beitragspflicht zur Meldung akuter Defizite an die Projektleitung. Insgesamt 20.700 Personenstunden.
