Description

Der UzK wurde vom Land das Liegenschaftsmanagement übertragen. Damit übernimmt die UzK die Verantwortung für Baumaßnahmen. Zur Wahrnehmung dieser Aufgabe erhält die UzK vom Land ein Unterbringungsbudget (UB). Das Bau- und Liegenschaftsdezernat (D5) plant und setzt die Baumaßnahmen um. Für das Bauprojektmanagement nutzt das D5 eine separate Software Conject, welche zwar Daten aus SAP nutzt, ihrerseits Daten aber nicht in SAP überträgt. Sie hat darüber hinaus nur einen eingeschränkten Bezug zu kaufmännischen Prozessen. Im Rahmen des Baukosten- und -projektcontrollings gibt es diverse Schnittmengen zwischen D5 und D6 (Finanzdezernat). Bei der Bauvergabe, dem Controlling der Zu- und Abflüsse von Baumitteln der jeweiligen Finanzierungsquelle und Verbuchung der Kosten als Aufwand, Anlagen im Bau oder einer Interimsfinanzierung über Haushaltsmittel im Rahmen des externen Rechnungswesens sowie steuerrechtlichen Themen ist D6 federführend. Da für die aktuelle Software kein Support des Herstellers zur Verfügung steht und die Software in ihrer jetzigen Form nicht den gemeinsamen Bedarf von D5 und D6 abbildet, benötigen D5 und D6 für das Baumanagement und -controlling und als Schnittstelle zu Folgeprozessen die Implementierung einer neuen SAP-integrierten Softwarelösung. In einem Vorprojekt wurde das entsprechende Lastenheft nebst Sollprozessen erarbeitet. Aktuell nutzt die UzK ein SAP-ERP-System. Zum Jahreswechsel 2027/2028 ist ein Umstieg auf S4-HANA projektiert. Der Auftragnehmer hat die Implementierung einer neuen SAP-integrierten Softwarelösung zu erbringen. Die Softwarelösung hat dabei die fachlichen und technischen Anforderungen gemäß Lastenheft zu erfüllen. Im Rahmen der Implementierung ist die Datenmigration zu begleiten. Überdies sind im Rahmen der Umsetzung die Reportinganforderungen in Zusammenarbeit mit den Bedarfsträgern der UzK noch zu erheben und die Reportings software-seitig umzusetzen. Die softwareseitigen Anforderungen sind voraussichtlich im Zeitraum 01.02. bis spätestens 31.08.2026 zu erfüllen, der go-live hat bis spätestens 31.11.2026 zu erfolgen. Der Wartungsvertrag soll über 10 Jahre abgeschlossen werden.
