Das Hochschulforum Digitalisierung (HFD) ist ein seit 2014 bestehendes Verbund-projekt im Konsortium von Stifterverband, Hochschulrektorenkonferenz (HRK) und Centrum für Hochschulentwicklung (CHE). Das Projekt bringt als bundesweites Ex-pert:innen-Netzwerk Akteure aus Hochschulen, Politik, Wirtschaft und Gesellschaft zusammen, um den digitalen Transformationsprozess an deutschen Hochschulen im Bereich der Hochschulbildung zu befördern. In den ersten drei Projektphasen (2014-2016, 2017-2021, 2021-2025) erfolgten der Aufbau, die Sichtbarmachung, Vernetzung sowie Breitenwirkung des HFD. Die aktuelle vierte Förderphase (2026-2029) hat zum Ziel, das HFD zu einem transferorientierten Kompetenzzentrum wei-terzuentwickeln. Insgesamt standen bzw. stehen dem Projekt rund 45 Mio. Euro in-nerhalb der vier Projektphasen zur Verfügung. Im Rahmen dieses Auftrags ist das Projekt HFD anhand der seit Beginn des Projek-tes durchgeführten Fördermaßnahmen in den bewilligten Förderphasen (seit 2014) zu evaluieren. Die Evaluation soll zu der Erfolgskontrolle nach § 7 Abs. 2 der Bun-deshaushaltsordnung (BHO) beitragen in Verbindung mit VV-BHO Nr. 2.2 zu § 7 BHO. Es sind Zielerreichung, Wirksamkeit und Wirtschaftlichkeit des Projektes an-hand quantitativer und qualitativer Indikatoren systematisch zu erfassen und zu be-werten. Darüber hinaus soll sich die Evaluation mit dem HFD als Gesamtkonstrukt befassen und sämtliche Leistungsbereiche des HFD sowie dessen Organisations-struktur, seine systemische Rolle und seinen Beitrag zur digitalen Transformation des deutschen Hochschulsystems untersuchen. Ziel ist es, zu prüfen, inwieweit das HFD die im Projekt beschriebenen Aufgaben erfüllt hat und welche systemische Wirkung es im Kontext der digitalen Transformation im deutschen Hochschulsystem entfaltet und potenziell noch entfalten kann. Die vorliegende Evaluation dient als eine Grundlage für die Entscheidung über die Zukunft des Projektes.
