Mit der Wohnraumoffensive haben sich der Bund, die Länder und die Kommunen zum Ziel gesetzt, dem Mangel an bezahlbarem Wohnraum zu begegnen. Die AG beabsichtigt, die bestehende Bebauung aus vier Mehrfamilienhäusern auf dem Flurstücken 2840/23 und 2840/40 Römerstraße / Steinlestraße in Weilheim in Oberbayern (Weilheim i. O.) abzureißen und den Neubau von vier Mehrfamilienhäusern mit Tiefgarage zu realisieren, wodurch eine Modernisierung des Gebäudebestands und eine maßvolle innerörtliche Nachverdichtung angestrebt wird. Die mit der Stadt Weilheim i. O. abgestimmte Planung sieht die Errichtung von insgesamt 4 Mehrfamilienhäusern mit 60 Wohneinheiten und einer Tiefgarage vor. Die erforderlichen Stellplätze werden in einer Quartierstiefgarage untergebracht. Für das Bauvorhaben wurde bereits ein Bebauungsplan erstellt, welcher sich derzeit in Auslegung befindet und im Januar 2026 beschlossen werden soll. Dieser ist als Grundlage der weiteren Planung zu verstehen. Die Umsetzung der Baumaßnahmen soll durch einen Totalunter- bzw. -übernehmer erfolgen. Als Bundesanstalt ist die AG angehalten, ihre Bauvorhaben gemäß den Klimazielen der Bundesregierung möglichst nachhaltig umzusetzen. Die neuen Wohngebäude sollen daher - über den gesamten Lebenszyklus betrachtet - möglichst klimaneutral geplant, errichtet und betrieben werden können. Die Baumaterialien sollen so eingesetzt werden, dass ihre Wiederverwertung mit geringstem Aufwand möglich ist. Serielle Bauweisen aus möglichst nachhaltigen Baustoffen werden bevorzugt. Die Ausführung der Neubauten kann sowohl in modularer als auch konventioneller Bauweise erfolgen. Die BImA bevorzugt eine Ausführung in Holzbauweise bzw. mit nachhaltigen Baustoffen. Die planerische Voruntersuchung verwendet ein Achsmaß, das flexible und funktional Grundrisse sowie vielfältige Bauweisen zulässt. Die Massivbauteile der Neubauten sollen so geplant werden, dass auch diese in Serie vorgefertigt werden können (z.B. Treppenhäuser, Aufzugsschächte). Die zu planenden Gebäude müssen mindestens die Anforderungen an das Effizienzhaus 40, sowie die Anforderungen an die ökologische, soziokulturelle und ökonomische Qualität von Gebäuden mit dem Siegel QNGplus erfüllen. Die Dächer sollen mit Photovoltaikanlagen ausgestattet werden. Ein Mieterstrommodell kann durch die BImA nicht angeboten werden. Die elektrische Anlagenausstattung der Wohnungen ergibt sich aus der aktuell gültigen DIN. Es ist ein mittlerer Ausstattungsstandard zu planen. Die Planung hat sich grundsätzlich an die Empfehlungen des „Leitfadens Nachhaltiges Bauen“ in der gültigen Fassung des Bundesministeriums des Innern, für Bau und Heimat (BMI) zu orientieren. Das Projekt unterliegt innerhalb der BImA während der Planungs- und Bauphase primär der Sparte Portfoliomanagement. In Bezug auf die Inbetriebnahme der Gebäude und Außenanlagen sowie Mieterangelegenheiten ist die Sparte Wohnen integriert. Dies soll in zwei Bauabschnitten umgesetzt werden. Diese Ausschreibung umfasst beide Bauabschnitte.
