Description

Die Stadt Ingelfingen plant die Errichtung und den Betrieb eines Gigabit­Netzes auf dem städtischen Gebiet im Rahmen des sogenannten „Betreibermodells“ mit dem Ziel der Beseitigung der vorhandenen unterversorgten Gebiete. Die geförderten Anschlüsse werden durch die Stadt errichtet und voraussichtlich bis 2029 dem, in dieser Ausschreibung als Sieger hervorgehenden, Bieter zur Verfügung gestellt. Voraussichtlich werden ca. 800 geförderte Adressen ausgebaut und zum Betrieb übergeben. Wesentliche Grundlage des Verfahrens sind die „Rahmenregelung der Bundesrepublik Deutschland zur Unterstützung des flächendeckenden Aufbaus von Gigabitnetzen in „grauen Flecken‘“ vom 13.11.2020 (nachfolgend „Gigabit­RR“), die Richtlinie „Förderung zur Unterstützung des Gigabitausbaus der Telekommunikationsnetze in der Bundesrepublik Deutschland“ vom 31.03.2023 (nachfolgend Gigabit­RL 2.0) sowie die Mitteilung der Europäischen Union „Leitlinien der EU für die Anwendung der Vorschriften über staatliche Beihilfen im Zusammenhang mit dem schnellen Breitbandausbau“ vom 26.01.2013 (2013/C 25/01). Die ausgeschriebenen Adressen des Erschließungsgebietes sind nach Ergebnis der Markterkundung förderfähige unterversorgte Adressen im Sinne der Gigabit­RL 2.0. Aus diesem Grund soll dort auf Basis dieses Auswahlverfahrens ein Gigabit­Netz als technologieneutrale Netzbezeichnung (Netz mit einer Breitbandversorgung von mindestens 1 Gbit/s symmetrisch für alle Endnutzer der ausgeschriebenen Adressen) in den unterversorgten Gebieten errichtet werden.
