Description

CalMac Ferries Ltd (CFL) requires an external supplier to produce robust, transparent and usable long-range unconstrained forecasts of passenger and vehicle demand across the ferry network. The forecasts will support short, medium and long-term planning, including strategic service design, future capacity planning, vessel and timetable considerations, and wider investment planning. It is a mandatory requirement, bidder must have previous similar experience and meet the following requirements. The supplier must provide: - demand forecasts for all 30 routes; - route-level forecasts for 25 routes; - leg-level forecasts for the five multi-destination routes; - forecasts for the required passenger and vehicle categories; - a 30-year forecast horizon; - forecasts covering, as a minimum, central, low and high scenarios; - forecasts of unconstrained demand; - a proportionate explanation of how historic observed demand has been used to produce the unconstrained forecast, including any material adjustments or limitations; - a clear methodology, assumptions register and confidence/limitations commentary; - machine-readable forecast outputs with a data dictionary; - a final report and walkthrough/knowledge transfer session; - fixed-price submissions for the required pricing options. Bids that do not meet these requirements may be treated as non-compliant.
