The Belgian National Lottery seeks a framework agreement with a partner providing a web-based 360-degree feedback tool. Team managers will receive structured feedback based on their self-assessment plus input from their own manager, their team members, and colleagues or peers. The National Lottery decides which respondent groups are consulted in each feedback cycle. Selection is a two-phase procedure: candidates first submit participation requests (selection phase 1) on the e-Procurement platform, and only shortlisted candidates are invited to submit an offer in phase 2, whose tender documents are provided for information. Questions, answers and corrections are published on the same platform.
