Description

Mit dieser Ausschreibung wird das Mandat «Umweltbaubegleitung» im Rahmen eines öffentlichen Verfahrens ausgeschrieben. Die Umweltbaubegleitung (UBB) begleitet und überwacht die Umweltbelange beim Bau und unterstützt die Bauherrschaft in der rechtskonformen Realisierung des Bauvorhabens. Dabei achtet Sie auf die Einhaltung der umweltrelevanten Gesetze, Verordnungen, Richtlinien, Wegleitungen und Auflagen.    Die UBB berät und unterstützt die Beteiligten, beobachtet und beurteilt Umweltprobleme auf der Baustelle und stellt die Umsetzung der Umweltauflagen und Bedingungen aus dem Bewilligungsverfahren sicher. Die UBB berät die Bauherrschaft zudem zu Fragen im Bereich Umwelt.    Die UBB aktualisiert regelmässig die Vollzugs- und Auflagenkontrolle (VAK) der Umweltauflagen (s. auch Anhang 03: Auflagen Gesamtbauentscheid zu ÜO ZBBS vom 30.10.2025) und dokumentiert diese in geeigneter Weise (Liste, Datenbank o.ä.). Die UBB führt zudem den Nachweis/Dokumentation über die Erfüllung der Umweltauflagen zuhanden der Behörden und führt eine Pendenzenliste, in welcher die umweltrelevanten Pendenzen aufgeführt sind. Die Pendenzenliste ist, wenn möglich in die Pendenzenliste der Bausitzung zu integrieren.    Die UBB überwacht sämtliche Projektbelange und -abläufe mit umweltrelevanten Auswirkungen im Sinne des Vorsorgeprinzips auf die Einhaltung der Umweltvorschriften. Dazu gehören die Ausschreibungen, die Bauplanung, die Planung und Einrichtung der Bauinstallationsplätze, die Transportrouten und -wege, die Materialflüsse, die Bauausführung sowie die Umsetzung der Schutz- und Rekultivierungsmassnahmen.  Die UBB ist integral zuständig für sämtliche umweltrelevanten Aspekte, die bei der Realisierung des Vorhabens eine Rolle spielen, die bodenkundliche Baubegleitung (sofern notwendig) inbegriffen.    Die UBB stellt primär die sachgerechte Umsetzung der Umweltauflagen aus dem Bewilligungsverfahren sicher und hilft, die Einhaltung der umweltrelevanten Gesetze, Verordnungen, Richtlinien und Wegleitungen zu gewährleisten. Bei der Umsetzung der Umweltauflagen ist der Wortlaut der Bewilligung massgebend.  Während der Bauausführung überwacht sie die fachgerechte Umsetzung der im Bewilligungsverfahren, Leistungsverzeichnis und Werkvertrag festgelegten Umweltschutzmassnahmen und überprüft deren Wirkung.    Das vorliegende Pflichtenheft basiert auf den bekannten Grundlagen zum Zeitpunkt der Erarbeitung. Sämtliche zum Zeitpunkt der Erarbeitung noch unbekannten Umweltauflagen müssen durch die Auftragnehmerin ebenfalls erfüllt bzw. geprüft werden. Sofern dies nachweislich zu Zusatzleistungen bei der Auftragnehmerin führt, werden diese vergütet und sind durch die Auftragnehmerin zu den Konditionen des Grundauftrags zu erledigen. Die Leistungen sind im Leistungsbeschrieb (Anhang 01) detailliert aufgeführt.   Auf Produkte-/Marken-/Design- oder Typenbezeichnungen wird verzichtet. Sollten ausnahmsweise solche Bezeichnungen aufgeführt sein, sind gleichwertige Alternativen zugelassen. Die Gleichwertigkeit ist durch die Anbieter*in nachzuweisen.
