Description

Karkkilan kaupungissa on viime vuosina toteutettu palveluverkkoa koskevia selvityksiä osana talouden tasapainotusta ja toiminnan kehittämistä. Toimintaympäristön muutokset, taloudelliset reunaehdot sekä palvelutarpeiden kehitys edellyttävät palveluverkon tarkastelua myös jatkossa kokonaisuutena ja ajantasaisiin lähtötietoihin perustuen. Palveluverkon jatkokehittämiseen tähtäävän selvitystyön tavoitteena on muodostaa kuva koko kaupungin palvelurakenteen nykytilasta, kehittämistarpeista ja vaihtoehdoista. Selvityksessä tarkastellaan palveluiden järjestämistä, tilojen käyttöä ja kustannusvaikutuksia sekä väestö- ja palvelutarpeiden ennakoitua kehitystä. Selvitystyö tuottaa päätöksenteon tueksi vaihtoehtoisia kehittämismalleja ja arvioi niiden taloudellisia ja toiminnallisia vaikutuksia. Ulkopuolisen asiantuntijaselvityksen hankkimisella varmistetaan työn riippumattomuus ja riittävä asiantuntemus. Selvitystyön hankinta toteutetaan kaupungin hankintaohjeiden mukaisesti. Kaupungin talouden tasapainottamiseksi kaupunginvaltuusto hyväksyi 29.9.2025 § 83 talouden tasapainottamissuunnitelman vuosille 2025 - 2030. Taloudentasapainottamisohjelman toimenpiteitä arvioidaan ja tarvittaessa tarkistetaan vuosittain tilinpäätöksen käsittelyn yhteydessä. Taloussuunnitelman on oltava tasapainossa vuonna 2030. Kaupungin taloudellinen tilanne, palvelutarpeen muutokset sekä väestökehitys edellyttävät koko kaupungin palveluverkon kattavaa tarkastelua. Valtuuston 10.11.2025 §101 päätöksen toteuttamiseksi on tarpeen hankkia ajantasainen, talouden tilaa ja sopeuttamista koskeva selvitys, joka huomioi tehdyt hyvinvointi- ja työllisyysalueuudistukset.
