Description

Hankinnan kohteena on Keravan Energia Oy:n sekä Sipoon Energia Oy:n sähköverkon häviösähkön avoin fyysinen toimitus. Häviösähkön määrä perustuu verkonhaltijan mittaamaan häviösähkön tuntisarjaan (liitteenä häviösähkön varttisarja). Tilaajan vuotuinen häviösähkön volyymi on noin 17 GWh. Häviösähkön hankintasopimus tehdään määräaikaiseksi toimitusjakson ajalle 1.1.2027-31.12.2029. Sopimus tehdään molemmille verkonhaltijoille erikseen. Tarjoushinta annetaan kiinteänä kokonaishintana (keskihinta) koko toimitusjaksolle sisältäen Euronext Nord Pool -sähköfutuurimarkkinoilla (Euronext Nord Pool Power Futures) noteerattujen systeemivuosituotteiden keskihinnan (NSBY-27, NSBY-28 ja NSBY-29), näitä vastaavat aluehintaerotuotteiden keskihinnan (HLBY-27, HLBY-28 ja HLBY-29) ja marginaalin. Marginaali sisältää kaikki Tarjoajan kustannukset mm. profiili-, ennuste-, kaupankäynti-, maksuaikakustannukset, Datahub-maksut, Tarjoajan hallinnolliset kustannukset ja Fingrid Oy:n tuotannon ja kulutuksen volyymimaksun (tarjoushetken) sekä Tarjoajan katteen. Mikäli Fingrid Oy:n tuotannon ja kulutuksen volyymimaksun muuttuu (nousee tai laskee), otetaan tämä huomioon vaikutustensa mukaisesti. Tarjoushinta annetaan keskiviikon 9.9.2026 päätöskurssien mukaan. Kokonaishinta on annettava arvonlisäverottomana (alv 0%) muodossa EUR/MWh. Kiinteää kuukausimaksua (EUR/kk) ei saa olla. Tarjoushinta perustuu tämän tarjouspyynnön liitteenä olevaan häviösähkön varttisarjaan verkonhaltijoittain. Lopullinen sopimushinta määritetään sopimuksen tekohetken markkinahintatasoon. Hintasidonnaisuus on ilmoitettava tarjouksessa. Oikeuskäytännön mukaan häviösähkön hankinnassa on kysymys erityisalojen hankintalain 6 §:n 6 momentissa tarkoitetusta energiahuoltoon liittyvästä energian hankkimisesta, eikä se näin ollen kuulu erityisalojen hankintalain tai hankintalain soveltamisalan piiriin. Sähkömarkkinalain 23 §:n mukaan verkonhaltijan on kuitenkin hankittava sähköverkkonsa häviöenergia avointen, syrjimättömien ja markkinapohjaisten menettelyjen mukaisesti. Täyttääkseen edellä mainitut sähkömarkkinalain mukaiset edellytykset hankintayksikkö julkaisee hankinnasta julkisen hankintailmoituksen.
