Pääkaupunkiseudun Kaupunkiliikenne Oy (Kaupunkiliikenne Oy) järjesti Helsingin kaupungin liikenneliikelaitoksen (HKL) ja Länsimetro Oy:n (jäljempänä myös "Tilaaja" tai "hankintayksikkö") toimeksiannosta tarjouskilpailun kiskopyöräkaivinkoneella puitejärjestelynä suoritettavista metroradan huolto- ja kunnossapitotöistä. Hankinnan kohteena on Tilaajan kunnossapitämällä metrorataverkolla tehtävät kiskopyöräkaivinkonetyöt ml. kiskojen ja ratapöllien vaihdot, lumityöt ja muut vastaavat työt (jäljempänä ”Palvelu”). Hankintaa ei oltu jaettu osiin, sillä Palvelua ei voida Palvelun sisällöstä johtuen jakaa luontevasti erillisiin hankintakokonaisuuksiin ilman, että kyseessä olisi Palvelun pilkkominen. Kokonaistoimittaja on tilaajalle työnjohdollisesti tehokkain ratkaisu (esimerkiksi perehdytys voidaan siten kohdentaa).
