Description

Hankinnan kohteena on Helen Sähköverkko Oy:n (Tilaaja) kalliotunneli sähkökaapelireittiä varten Helsingin Sörnäisistä Vanhaankaupunkiin. Kalliotunneliin on tarkoitus sijoittaa 400 kilovoltin kaapeliyhteys. 400 kV kaapeliyhteys rakennetaan erillisenä urakkana tämän kalliotunnelin louhinta- ja rakennusurakan jälkeen. Kalliotunnelin suunniteltu pituus on noin 4,2 km. Kalliotunnelin poikkipinta-ala on noin 25 m2 ja se kulkee pääasiassa syvyydellä 20…-53 merenpinnasta. Kalliotunnelin läheisyydessä sijaitsee muitakin maanalaisia tiloja, muun muassa HSY:n (Helsingin seudun ympäristöpalvelut -kuntayhtymä) tunneleita. Kalliotunnelin pohjoiseen ja eteläiseen päätyyn rakennetaan pystykuilut, joista kaapeliyhteys nousee maan pinnalle. Vanhassakaupungissa pystykuilu sijoittuu hyvin pinnassa olevan kallion alueelle. Sörnäisten päädyssä pystykuilu sijoittuu Hanasaaren energiakorttelin alueelle. Siinä kallion päällä oleva maakerros on alustavien tietojen mukaan noin 20 metriä paksu ja koostuu 50-luvulla täytetystä merenpohjasta. Hanasaaren energiakorttelin alueella on myös pilaantuneita maa-aineksia (PIMA). Kalliotunnelin louhinta tapahtuu kahden olemassa olevan ajotunnelin kautta. Kalliotunneliin on alustavasti suunniteltu pumppaamoja 5 kappaletta, joista osa tullaan mahdollisesti toteuttamaan maanpinnalta huollettavissa olevalla porakaivotekniikalla. Kalliotunnelista pyritään tekemään mahdollisimman huoltovapaa kohde ja sinne on lopullisessa tilanteessa suunniteltu asennettavaksi vain välttämätön talotekniikka. Tähän hankintaan sisältyy muun muassa: - Sörnäisten pystykuilun rakentaminen maantasoon saakka suunnitelmien mukaisessa laajuudessa, sisältäen muun muassa louhinnan, työnaikaisen ja lopullisen tukiseinärakenteen maakerroksen osuudella sekä lopulliset kuilurakenteet - Vanhankaupungin pystykuilun rakentaminen suunnitelmien mukaisessa laajuudessa, sisältäen muun muassa louhinnan, työnaikaisen ja lopullisen tukiseinärakenteen maakerroksen osuudella sekä lopulliset kuilurakenteet ja maanpäällinen kuilurakennuksen ilman talotekniikkaa - Olemassa oleviin ajotunneleihin ja niitä palveleviin kuilurakenteisiin tehtävät muutostyöt suunnitelmien edellyttämässä laajuudessa sekä urakoitsijan tarpeista johtuvat mahdolliset muutostyöt - Kalliotunnelin louhinta, lujitus- ja injektointityöt sekä ruiskubetonointityöt - Kalliotunnelin pumppaamojen rakenteet ja varusteet sekä lisäksi porakaivojen edellyttämät porareiät maanpäällisine rakenteineen - Kalliotunnelin muut rakenteet ja varusteet suunnitelmien mukaisessa laajuudessa - Lopullisten rakenteiden maadoitusjärjestelmä - Kalliotunnelin kuivatusjärjestelmät ja pohjarakenteet - Kalliotunnelin välttämättömät talotekniikka-asennukset suunnitelmien mukaisessa laajuudessa - 400 kV kaapelikiinnitysjärjestelmä suunnitelmien mukaisessa laajuudessa, muun muassa kiinnitysjärjestelmän anturat ja kallioankkurit - Työnaikainen sähköistys, valaistus, ilmanvaihto ja pumppausjärjestelmät (nämä jäävät tilaajan käyttöön myöhempiä vaiheita varten) Tarvittavien työmaa-alueiden hankinta, suunnittelu ja varustaminen kuuluvat urakoitsijalle. Valittu urakoitsija tulee toimimaan kalliotunnelin louhinta- ja rakennusurakan päätoteuttajana ja pääurakoitsijana. Urakan toteutuksen alustava aikataulu ajoittuu vuosille 2027-2029. Hankintaa koskevat asiakirjat ja niiden sisältö täydentyvät hankintamenettelyn aikana ja lopullinen hankinnan kohde ja vaatimukset esitetään lopullisessa tarjouspyynnössä.
