Hankinnan kohteena oli Puhoksen logistiikkainfran kehittämissuunnitelma. Kiteen kaupunki on saanut Puhoksen logistiikkainfran kehittäminen- hankkeelle Pohjois-Karjalan maakuntaliitolta Euroopan aluekehitysrahastosta kehittämistukea 50 % hankkeen kustannusarviosta. Palvelun tulee täyttää Euroopan unionin suoraan velvoittavien säädösten, Suomen lakien ja asetusten sekä viranomaistenantamat määräykset. Sataman logistiikka- ja operointialeen laajennus ja rakentamissuunnitelma sekä satamaraiteen rata- ja rakentamissuunnitelma; Uittopaikan ja Lepikontien logistiikka-alueen rakentamissuunnitelma; Vesilupaan liittyvät asiantuntijaselvitykset satamaraiteelle, logistiikka-alueen laajennukselle, laivalaiturille sekä uittopaikan vesialueelle
