Description

Hankintayksikkö pyytää tarjousta seuraavasta palvelukokonaisuudesta: • Tietoliikenneverkko sekä tähän liittyviä optioita. Toimittajan tulee tarjota kokonaisuutta. Osatarjouksia ei hyväksytä. Vaihtoehtoisia tarjouksia ei hyväksytä. Kyseisen kokonaisuuden tarkemmat tiedot ja tarjousvaatimukset löytyvät tarjouspyynnön liitteestä 1, jossa on ilmoitettu tarjottavien palveluiden vähimmäis- ja laatuvaatimukset. Osana hankintaa myydään Tilaajan omistaman kuituverkon yhteyksiä Toimittajalle. Toimittaja ilmoittaa hintaliitteellä hinnan, jonka se kuituverkosta maksaa Tilaajalle. Hankintaa ei ole jaettu osiin, koska kyseessä on tekninen ja toiminnallinen kokonaisuus, jonka jakaminen osiin muodostaisi Tilaajalle merkittävän teknisen ja toiminnallisen riskin sekä saattaisi merkittävästi haitata kriittisten tietoliikenneyhteyksien saatavuutta tulevaisuudessa. Hankinnassa noudatetaan hankintalakia (1397/2016). Menettelytapana on EU kynnysarvon ylittävä avoin menettely. Tarjouspyyntöasiakirjat ovat suomen kielellä ja tarjous tulee antaa suomen kielellä. Tarjoajan tulee huomioida, että hankinta-asiakirjojen saantia on rajoitettu hankintalain 69.3 §:n perusteella: Kaikkia hankinta-asiakirjoja ei voida asettaa rajoituksetta, suoraan ja kokonaan sähköisessä muodossa saataville tietojen luottamuksellisuuden suojaamiseksi. Tarjouspyyntöasiakirjoihin liittyy salassa pidettävää aineistoa (Tarjouspyynnön liite 4 - Kohdeluettelo). Menettelyohjeet salassapidettävän materiaalin saamiseksi on ilmoitettu hankintailmoituksen kohdassa: "Hankintaa tai osaa koskevat lisätiedot". Learnpoint ICT Oy toimii hankinnassa konsulttina.
