Project: P176895 - Second Employment Support Project Financing: World Bank GENERAL PROCUREMENT NOTICE BOSNIA AND HERZEGOVINA SECOND EMPLOYMENT SUPPORT PROJECT GENERAL PROCUREMENT NOTICE Loan No. 9381-BA Project ID No. P176895 The Bosnia and Herzegovina has applied for financing in the amount of EUR 39 millions equivalent from the World Bank toward the cost of the Second Employment Support Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the Bosnia and Herzegovina and entity government resources. The project will include the following components: Component 1: Support for Employment Promotion Provides funding for the implementation of Active Labor Market Programs (ALMPs) especially for disadvantaged jobseekers providing job opportunities. The programs that will be implemented include: on-the-job training, wage subsidies, start-ups and self-employment programs etc. Activities implemented by public employment services in the entities of the Bosnia and Herzegovina. Other activities under Component 1 aim at continuing the improvement in public employment services, labor intermediation function and labor market monitoring, as well as re-thinking some of the ALMPs’ design based on evaluations. Component 2: Support for Management Systems, Monitoring and Communications Provides funding for improvement and strengthening the capacity of the Public Employment Services to monitor the ALMPs, support for conducting of impact evaluations of selected ALMPs and improved monitoring as well as related investments, project implementation costs etc. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017, August 2018 and November 2020) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations . After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and as well as in local newspapers or electronic portals .
