Description

Proiectul „Reînnoire parțială a infrastructurii sistemului național AIS pe sectorul românesc al Dunării și țărmul românesc al Mării Negre", finanțat din fonduri proprii, face parte dintr-un efort mai larg al Autorității Navale Române de modernizare a infrastructurii AIS naționale. Sistemul de identificare automată (AIS) este principalul mijloc de localizare şi identificare a navelor, care depinde, însă, de prezenţa activă la bordul navelor a unui transponder AIS. În plus, poate fi şi utilizat și pentru transmitere de mesaje între operatorul RoRIS de la țărm şi o navă. Infrastructura AIS de la țărm, care este formată din staţii de bază AIS şi reţea de servere AIS, asigură monitorizarea şi managementul traficului de nave echipate cu transponder AIS în zona de acoperire a staţiilor de bază. O bună parte din stațiile de bază AIS utilizate sunt modele vechi, achiziționate în cadrul proiectelor PHARE „Vessel Traffic Management and Information System on Romanian Danube” (RoRIS-1) 2005-2006 și „Dezvoltarea unui sistem automatic de identificare a navelor care operează in apele romaneşti" (AIS maritim) 2009. Scopul achiziției curente este înlocuirea stațiilor de bază AIS din 10 locații situate de-a lungul Dunării și țărmului românesc al Mării Negre, unde sunt instalate echipamente vechi al căror model este ieșit din fabricație: Dr. Tr. Severin, Rast, Giurgiu, Oltenița, Tulcea, Mahmudia, Sf. Gheorghe, Sinoe, Constanta și Mangalia. Având în vedere atribuțiile ANR de monitorizare și management al traficului de nave pe Dunăre și în apele teritoriale maritime, este necesar ca infrastructura AIS să funcționeze în parametri optimi 24/7, fără întreruperi. Prin înlocuirea echipamentelor AIS învechite cu altele noi, aflate în fabricație curentă și pentru care producătorul asigură suportul, Beneficiarul dorește să poată asigura monitorizarea 24h/7z a navelor dotate cu transponder AIS care navigă pe sectorul românesc al Dunării și în zona de responsabilitate maritimă, fără întreruperi semnificative ca timp sau scăderi ale performanțelor operaționale. La această dată, din totalul locațiilor situate de-a lungul sectorului românesc al Dunării și țărmului românesc al Mării Negre, în 10 (zece) locații - Dr. Tr. Severin, Rast, Giurgiu, Oltenița, Tulcea, Mahmudia, Sf. Gheorghe, Sinoe, Constanta și Mangalia stațiile de bază AIS existente au fost instalate înainte de 2010 (RoRIS-1 -- 2005-2006 și AIS maritim -- 2009), iar modelul de echipament utilizat a ieșit din fabricație. În plus, în unele locații au existat cazuri în care echipamentele au trebuit reparate, dar și situații cu defecte ireparabile. În cadrul acestei proceduri vor fi achiziționate 10 (zece) stații de bază AIS, cu toate elementele necesare funcționării (antene VHF, antene GPS, module dGPS etc.), care vor fi instalate în locațiile menționate mai sus, configurate și integrate într-o rețea AIS Saab existentă care acoperă sectorul maritim și fluvial românesc. În plus, se vor achiziționa, ca dispozitive de rezervă, 5 (cinci) buc. stații de bază AIS, 2 (două) buc. antene VHF, 2 (două) buc. antene GPS și 2 (două) buc. module dGPS. În derularea contractului, activitatea contractantului va fi condusă de următoarele principii: i. Contractantul acționează în interesul autorității/entității contractante pe durata furnizării produselor, în condițiile și cu limitele descrise în documentația aferentă prezentei proceduri de atribuire; ii. Contractantul acționează în sensul realizării obiectivelor prezentate pentru contract în ceea ce privește optimizarea folosirii resurselor necesare îndeplinirii obiectivelor contractului. În total vor fi 10 (zece) buc. stații de bază AIS cu instalare, plus 5 (cinci) buc. stații de bază AIS de rezervă.
