Negociere cu publicarea prealabilă a unui anunţ de participare având ca obiect încheierea unui acord-cadru de servicii de transport militar feroviar de marfă în trafic intern. Servicii de transport militar feroviar de marfa in trafic intern, conform cerintelor din documentatia de atribuire. Numarul de zile pana la care se pot solicita clarificari inainte de data limita de depunere a ofertelor: 7. In masura in care solicitarile de clarificari au fost adresate in termenul de mai sus, autoritatea contractanta va raspunde la acestea in a 4-a zi inainte de termenul limita stabilit in anuntul de participare pentru depunerea ofertelor.
