Description

Acordul cadru ce va fi încheiat ca urmare a atribuirii prezentei achiziții are ca obiect ”servicii de tip man / day pentru implementarea soluției de Interoperabilitate la nivelul Inspectoratului General pentru Imigrări”. Prin încheierea prezentului acord-cadru se dorește achiziționarea de servicii de tip man/day pentru implementarea soluției de Interoperabilitate la nivelul Inspectoratului General pentru Imigrări care vor fi atribuite prin contracte subsecvente, fiecare fiind bine dimensionat în funcție de solicitările Autorității Contractante. Având în vedere digitalizarea la nivelul național și internațional, implementarea sistemelor europene EES, VIS, ETIAS, SIS, ECRIS TCN și EURODAC RECAST și realizarea conceptului de Interoperabilitate la nivelul acestora și ceea ce înseamnă interconectarea cu componenta națională a acestora și obligațiile Inspectoratului General pentru Imigrări de aliniere legislativă și aliniere tehnică la nivelul ICD-urilor puse la dispoziție, s-a identificat necesitatea optimizării Sistemului Informatic de Management al Străinilor și a componentelor mai sus menționate și realizarea unor module noi astfel încât, Autoritatea Contractantă să-și îndeplinească obiectivele instituționale. Totodată prin documente programabile realizate la nivelul MAI, Inspectoratului Genenral pentru Imigrări și-a asumat anumite obiective ce vizează alinieri legislative și tehnice în contextul Interoperabilității. Acordul cadru reprezintă (prin subsecvente) o înlănțuire de adaptări ale sistemelor la ICD urile furnizate de Agentie. Operatorii economici vor putea solicita clarificări sau informații suplimentare în legătură cu documentația de atribuire până la 18 zile înainte de data limită de depunere a ofertelor astfel încât autoritatea contractanta va răspunde in mod clar si complet tuturor solicitărilor de clarificări/ informațiilor suplimentare in a 11-a zi înainte de termenul limită stabilit pentru depunerea ofertelor. Autoritatea contractantă propune încheierea unui acord cadru de servicii, care are ca obiect servicii de tip man / day pentru implementarea soluției de Interoperabilitate la nivelul Inspectoratului General pentru Imigrări pentru o perioadă de 36 de luni, astfel: 1. Anul 2025: cantitate minima man/day 30; cantitate maxima man/day 367; 2. Anul 2026: cantitate minima man/day 30; cantitate maxima man/day 367; 3. Anul 2027: cantitate minima man/day 1; cantitate maxima man/day 600.
