For å sikre et godt beslutningsgrunnlag før salg ønsker kommunen å inngå rammeavtale med en kvalifisert takseringsaktør for utarbeidelse av tilstandsrapporter og takster. Rapportene skal benyttes i forbindelse med boligsalg og skal derfor utarbeides i henhold til NS 3600. Oppdragene vil omfatte både leiligheter, eneboliger og mindre flermannsboliger.Omfanget av oppdrag vil variere gjennom avtaleperioden, og kommunen forplikter seg ikke til et bestemt antall oppdrag.
