Psychological support services

Provision of psychological support services for Europol staff, working with disturbing data, such as child exploitation, human trafficking and terrorism. The contractor shall provide annual informative group sessions, mental check-up sessions, voluntary follow-up sessions and reporting. The services will be performed at the Europol Premises in The Hague, The Netherlands. Selection criteria related to legal and regulatory capacity: Europol may require a proof of enrolment in a relevant trade or professional register. Selection criteria related to economic and financial capacity: Economic operators must have an average yearly turnover of the last two financial years above EUR 50,000.00. Selection criteria related to technical and professional capacity: Economic operators shall have the capacity to provide at least 2 psychologists who satisfy the following minimum requirements: The psychologist(s) performing the services shall comply with the following requirements: o He or she must hold a Master’s (MSc) degree in Clinical, Counselling or Forensic Psychology; o He or she must be professionally registered as a Practitioner (BIG or NIP registered or equivalent); o He or she must have acquired 5 years of post-qualification experience working with clients in a clinical setting (E.g. outpatient, community, criminal justice, residential care setting, inpatient); o He or she must have acquired at least 3 years of relevant experience assessing people who work with disturbing data, such as child exploitation, human trafficking and terrorism; o He or she must have developed knowledge of models of therapy for complex trauma, including CBT (Cognitive Behavioural Therapy); o He or she must be fluent in English at a minimum of B2 level as defined by the Council of Europe’s Common European Framework of Reference for Languages (CEFR). o He or she must have a security clearance at least at the level of “CONFIDENTIEL UE/EU CONFIDENTIAL” or equivalent. Please note that the psychologists performing the services must comply with the security requirements. However, it is not mandatory to be security cleared before the signature of the contract. Security clearances must be obtained and presented for Europol’s verification prior to carrying out services at the Europol premises.
