Przedmiotem niniejszego postępowania jest wybór Pośrednika Finansowego, którego zadaniem będzie wdrożenie instrumentu finansowego "Pożyczka Edukacyjna dla MŚP/JST" („Pożyczka), w ramach którego Pośrednik Finansowy będzie udzielał Ostatecznym Beneficjentom Jednostkowych Pożyczek finansowanych ze środków Funduszu Powierniczego Województwa Mazowieckiego przekazanych przez Menedżera (Zamawiającego) w formie Wkładu Menedżera oraz obowiązkowego wkładu własnego Pośrednika Finansowego, z przeznaczeniem na zwiększenie dostępności miejsc opieki nad dziećmi, oddziałów szkolnych lub podniesienie standardu istniejących placówek na terenie województwa mazowieckiego (inwestycje w infrastrukturę - remont, modernizacja, rozbudowa, zakup wyposażenia) z wyłączeniem finansowania zakupu nieruchomości, jak również sfinansowanie wymaganego wkładu własnego do projektu, na realizację którego Ostateczny Beneficjent uzyskał dofinansowanie w formie dotacji z funduszy, środków lub instrumentów finansowych bezpośrednio lub pośrednio z budżetu Unii Europejskiej, na warunkach określonych w Metryce Produktu Finansowego stanowiącej załącznik nr 1 do SWZ. 1. Pożyczka ma za zadanie wspierać finansowanie inwestycji MŚP środkami zwróconymi z pożyczek udzielanych w ramach Programu Operacyjnego Województwa Mazowieckiego 2007 - 2013 dla Inicjatywy JESSICA Działanie 1.6, 4.3, 5.2 (tj. - Joint European Support for Sustainable Investment in City Areas - Wspólnego Europejskiego Wsparcia na rzecz Trwałych Inwestycji w Obszarach Miejskich, opracowanego przez Komisję Europejską, Europejski Bank Inwestycyjny oraz Bank Rozwoju Rady Europy) oraz Inicjatywy JEREMIE Działanie 1.4 (tj. Joint European Resources for Micro to Medium Enterprises - Wspólne Europejskie Zasoby dla Przedsiębiorstw od Mikro do Średnich) trybu konkursowego dla Działania 1.4 „Wzmocnienie instytucji otoczenia biznesu”, finansowanymi z Regionalnego Programu Operacyjnego Województwa Mazowieckiego 2007- 2013 . Szczegółowo przedmiot i zakres zamówienia został określony w załączniku nr 1 do SWZ.
