Description

1. Przedmiotem zamówienia są zlecone przez BGK usługi polegające na wdrożeniu i zarządzaniu Instrumentem Finansowym Ekopożyczka z premią dla przedsiębiorstw (GOZ). Szczegóły dotyczące projektów, które mogą być finansowane zawarte zostały w Metryce Instrumentu Finansowego (Metryka) stanowiącej załącznik nr 2 do Projektowanych Postanowień Umowy (PPU). 2. Zadanie będące przedmiotem niniejszego zamówienia może być świadczone w odniesieniu do przedsięwzięć określonych w Metryce, realizowanych wyłącznie na terenie województwa zachodniopomorskiego. 3. BGK powierzono rolę podmiotu wdrażającego Fundusz Powierniczy, w ramach którego przewidziano ww. Instrument Finansowy. Podstawą działania BGK jest Umowa o finansowaniu zawarta pomiędzy BGK a Województwem Zachodniopomorskim działającym jako Instytucja zarządzająca Programem Fundusze Europejskie dla Pomorza Zachodniego 2021-2027. 4. W celu realizacji zamówienia BGK wniesie z Funduszu Powierniczego do utworzonego przez Wykonawcę Funduszu Szczegółowego wkład finansowy ze środków programu Fundusze Europejskie dla Pomorza Zachodniego 2021-2027 oraz środki stanowiące krajowe współfinansowanie. Szczegółowe zasady przekazywania wkładu finansowego z Funduszu Powierniczego w formie transz zostały określone w PPU. 5. Podmiot wybrany jako Wykonawca będzie pełnić rolę podmiotu wdrażającego Fundusz Szczegółowy (Partner Finansujący, PF), o którym mowa w art. 2 pkt 21 Rozporządzenia Parlamentu Europejskiego i Rady (UE) nr 2021/1060 z dnia 24 czerwca 2021 r 6. Zamówienie jest finansowane ze środków Programu Fundusze Europejskie dla Pomorza Zachodniego 2021-2027 oraz środków stanowiących krajowe współfinansowanie, zgodnie z Umową nr FEPZ.02.20-IZ.00-0001/23 o finansowaniu Projektu pn. „Pożyczki GOZ dla przedsiębiorstw na Pomorzu Zachodnim” realizowanego w ramach Priorytetu FEPZ.02 Fundusze Europejskie dla Pomorza Zachodniego 2021-2027, Działania FEPZ.02.20 Wsparcie transformacji w kierunku GOZ poprzez instrumenty finansowe, na podstawie umowy zawartej w dniu 20.10.2023 r. pomiędzy Województwem Zachodniopomorskim a Bankiem Gospodarstwa Krajowego, który pełni rolę „Funduszu Powierniczego” w rozumieniu art. 2 pkt 20 Rozporządzenia Parlamentu Europejskiego i Rady (UE) nr 2021/1060 z dnia 24 czerwca 2021 r. Numer identyfikacyjny projektu: FEPZ.02.20-IZ.00-0001/23 7. Ryzyko kredytowe związane z działalnością pożyczkową ponosi Wykonawca, z uwzględnieniem warunków opisanych w PPU. 8. Szczegółowy zakres zadań Wykonawcy określony został w PPU (załącznik nr 2 do SWZ). 9. Wkład finansowy ze środków Funduszu Powierniczego udostępniany przez Zamawiającego na realizację zamówienia podstawowego wynosi łącznie 12 000 000,00 PLN.
