Description

1. Przedmiotem zamówienia jest świadczenie przez wyłonionego Wykonawcę (zwanego także „Pośrednikiem Finansowym”) usługi pośrednictwa finansowego polegającej na udzielaniu i kompleksowej obsłudze pożyczek dla mikro, małych i średnich przedsiębiorstw w ramach „Pakietu pożyczek 2 (hipoteczna, inwestycyjna, obrotowa) ze środków pochodzących ze zwrotów instrumentów finansowych w ramach Regionalnego Programu Operacyjnego - Lubuskie 2020”. Szczegółowe warunki i zasady, na jakich będą udzielane Pożyczki, a także prawa i obowiązki Wykonawcy oraz Zamawiającego (związane z realizacją przedmiotu zamówienia) zostały opisane we wzorze Umowy stanowiącym Załącznik nr 1 do SWZ. Wykonawca ze Środków przekazanych przez Zamawiającego będzie udzielać w swoim imieniu, ale na rachunek Zamawiającego, Pożyczek zgodnie z zasadami oraz warunkami określonymi w niniejszym SWZ (w tym umowie stanowiącej Załącznik nr 1 do SWZ) i na podstawie zawartej z Zamawiającym Umowy (według wzoru stanowiącego Załącznik nr 1 do SWZ). 2. Pośrednik Finansowy (Wykonawca) wybrany w ramach niniejszego postępowania o udzielenie zamówienia, będzie zobowiązany do zawarcia z Zamawiającym umowy dotyczącej świadczenia usług objętych niniejszym zamówieniem, według wzoru stanowiącego Załącznik nr 1 do SWZ. Wzór Umowy określa szczegółowy zakres praw i obowiązków Wykonawcy, a także Zamawiającego. 3. Wykonawca w celu realizacji zamówienia zapewni co najmniej jeden punkt obsługi klienta (POK) usytuowany na terenie województwa lubuskiego. 4. Wykonawcę obciąża ryzyko kredytowe wynikające z prowadzonej działalności pożyczkowej. 5. Zamówienie zostało podzielone przez Zamawiającego na cztery wyodrębnione części (Usługa I, Usługa II, Usługa III, Usługa IV), o czym mowa w Rozdziale VIII SWZ. 6. Kwota środków pieniężnych udostępnionych przez Zamawiającego na realizację zamówienia (wszystkich czterech wyodrębnionych części zamówienia, o których mowa w Rozdziale VIII SWZ) podstawowego (bez prawa opcji) wynosi 32.000.000,00 (słownie: trzydzieści dwa miliony 00/100) złotych. Podana kwota nie stanowi szacunkowej wartości zamówienia. 7. Zamawiający mając na względzie przepis art. 441 ust. 1 Prawa zamówień publicznych przewiduje Prawo Opcji w odniesieniu do wszystkich czterech wyodrębnionych części zamówienia, o których mowa Rozdziale VIII SWZ (Usługa I, Usługa II, Usługa III, Usługa IV): Szczegółowe informacje znajdują się w Specyfikacji Warunków Zamówienia. Szczegółowy opis przedmiotu zamówienia stanowi Specyfikacja Warunków Zamówienia.
