Globalisering og megatrender har innvirkning på arbeidsmarked og arbeidsliv, og medfører behov for endring og omstilling. Raske teknologiske framskritt, demografiske endringer, klimaendringer og kriser som Covid-19 er eksempler på sentrale drivere for endring i samfunnet, og som både enkeltvis og samlet har konsekvenser for arbeidsmarked og arbeidsliv. Hvordan arbeidsmarkedet vil utvikle seg framover, og hvordan arbeidstakere og arbeidsgivere vil tilpasse seg disse endringene, er usikkert. Det er grunn til å tro at endringene vil ha innvirkning på forvaltningens organisering og gjennomføringsevne, og det er usikkert hvilke tiltak og virkemidler som framover vil være de mest effektive for å bidra til arbeidsinkludering og høy arbeidsdeltakelse. Alle som kan jobbe skal få mulighet til å jobbe. Arbeids- og inkluderingsdepartementet (AID) ønsker kunnskap om hvordan store samfunnsendringer, utviklingstrekk og omstillinger i det norske arbeidsmarkedet og arbeidslivet har innvirkning på arbeidsdeltakelse og arbeidsinkludering. Det er behov for kunnskap om hvordan tiltak og virkemidler fungerer i en slik kontekst. Det er videre behov for kunnskap om grupper som i dag er vurdert til å være utsatt på arbeidsmarkedet, og hvordan situasjonen for disse vil kunne bli framover. Omstillinger kan ramme ulikt. For noen kan omstilling bidra til inkludering i arbeid, mens for andre kan omstilling føre til ekskludering fra arbeid. Det er også usikkert om grupper som vi i dag vurderer som utsatt på arbeidsmarkedet vil være det framover, eller om dette vil endre seg og om det er andre grupper som kommer til. Det finnes mye kunnskap, og det er over mange år iverksatt en rekke tiltak og virkemidler for å få flere og særlig utsatte grupper i arbeid. Det er imidlertid behov for helhetlig og mer systematisk kunnskap om hvordan endringer og omstilling treffer disse, og hvordan tiltak og virkemidler enkeltvis og samlet fungerer nå og framover. I denne veiledende kunngjøringen inviterer vi forskningsmiljøer til å komme med innspill til rammer for et FoU-prosjekt som kan gi oss relevant og helhetlig kunnskap om hvordan endringer og omstillinger i arbeidsmarked og arbeidsliv på kort og lang sikt treffer utsatte grupper, virksomheter, forvaltning og tjenester, og hvordan flest mulig kan inkluderes i arbeid.
