Samferdselsdepartementet ønsker å gjennomføre en evaluering av eiendomsvirksomheten i BN-konsernet. Hensikten er å styrke departementets grunnlag for eierstyring av området, og gi et oppsummert kunnskapsgrunnlag om dagens virksomhet. Evalueringen skal: - Vurdere hvordan eiendomsporteføljen har utviklet seg fra 2017 til i dag, herunder sammensetningen av kommersiell og ikke-kommersiell eiendomsvirksomhet, og i hvilken grad utviklingen understøtter statens mål som eier og de transportpolitiske målene - Beskrive og vurdere organisering og styring i konsernet, herunder rolle- og ansvarsdelingen mellom Bane NOR SF og Bane NOR Eiendom AS, hvordan kritiske jernbaneeiendommer er organisert og styres, og risikoeksponeringen dette innebærer for staten - Vurdere Bane NORs prinsipper for verdirealisering og utbytteevne fra kommersiell eiendom opp mot statens mål som eier, og om departementets gjeldende utbyttepolitikk er hensiktsmessig innrettet - Gjennomføre en benchmarking hvor totalavkastning, kapitalstruktur og organisering sammenlignes med relevante eiendomsselskaper - Vurdere i hvilken grad Bane NORs eiendomsvirksomhet bidrar til de sektorpolitiske målene og hvordan selskapet balanserer kommersielle mål og sektorpolitiske hensyn, herunder gjennom casestudier av Oslo S, Stavanger S, Trondheim S og Skien S - Vurdere hvordan Bane NOR SF og Bane NOR Eiendom AS samhandler med Jernbanedirektoratet, fylkeskommuner og kommuner i utviklingen av knutepunkter, med utgangspunkt i casestudiene Stortingets behandling av Riksrevisjonens undersøkelse vil antakelig finne sted høsten/vinteren 2026.
