The systems shall be operated cost efficiently for all parts of each municipality. In addition they shall also be optimised across the service areas within each municipality. The aim is a future orientated and environmentally rich system prepared for new services. The systems shall be in continuous development and the municipalities shall be offered new technologies as and when they become available and interesting.
