Lunera Energi AS is faced with the need to replace the current over 20 separate and non-integrated systems with an integrated and centralised ERP system that covers the core functions finance, payroll, HR and operation and maintenance. The procurement includes a system, establishment and operation and administration of the system. The system can consist of one or several systems that together cover all, several or one core function(s). The current system solution presents challenges connected to data consistency and a lack of automation. The procurement shall ensure a standardised, cloud-based ERP system that provides better interaction, increased efficiency and improved decision support. Furthermore, it is a central goal that the Contracting Authority shall be able to operate independently by the end of the fourth quarter of 2026, thereby ending transitional agreements with Statkraft. The ERP system must be flexible in order to support the company's long-term strategy and growth ambitions up until 2030. Emphasis will also be put on cost efficiency and simple management through a standardised architecture with a low degree of adaptation, as well as a safe transition to independent operations with clear contracts and reduced supplier risk. The implementation shall be completed by 2026, with the possibility for further development and additional modules afterwards. Lunera Energi AS shall procure a system that shall cover the functions within finance, payroll and HR. The system shall include financial and financial functions, including a ledger, accounts payable ledger, bank reconciliation, assets, multi-company management, as well as budgeting and reporting. The purchasing process should be supported with functionality for handling purchase agreements, requisitions, purchase orders, budget control, and product catalogue. Furthermore, project finances shall be taken care of through the project register, project budgeting, project prognoses, budget control and project reporting, so that we have good overview and control over the project economy. The wages system shall cover the entire payroll administration with wage support, wages processing, tax handling, audit, reporting, reconciliation and refunds. This is to ensure efficient and correct handling of payroll processes. The HR functions shall be comprehensive and include employee administration with handling of employee data, off-boarding, time registration and absence management. The system shall also support HR strategy and management through the development and follow-up of HR policies and guidelines. The talent procurement shall be safeguarded with functions for recruitment, onboarding, work contracts and additions. In learning and development we would like functionality for certification, documentation, competence mapping, planning as well as production and delivery of training content. HR system management shall include reporting, analysis, configuration, operation and support of HR systems and the system shall also ensure efficient handling of employee enquiries.; Lunera Energi AS shall procure a system for operation and maintenance. The system shall support the maintenance process by identifying the maintenance need, planning and preparing maintenance work, carrying out the actual maintenance, as well as documenting and reporting completed assignments. In addition the system shall facilitate analyses and continual improvements to the maintenance activities. Furthermore, the system shall include functionality for storage and procurement management, including orders for goods and services, receipt control, delivery control and management of inventory, in order to ensure efficient logistics and availability of the necessary resources. Handling deviations is also a central part of the system, with an option for registering and processing deviations, as well as analysis and improvement based on deviations in order to ensure quality and security in the operation. Finally, the system shall ensure time and resource management for maintenance workers, including work planning and an overview of availability, time registration and approval, as well as management of resource capacity to ensure optimal utilisation of labour and efficient operation.
