Description
Background Sandefjord kommune invites the supplier market - property developers, investors and other relevant actors - to a market dialogue on the development of the Tivolitomta in the centre of Sandefjord (landowner Sandefjord kommune). The Tivolitomta is a centrally located area of approx. 13,000 m² in the centre of Sandefjord. The property is regulated for centrist purposes, including housing, business and cultural purposes, cf. the Area Plan Plan 20220007. The Municipal Council has decided that the property shall be developed through a joint company with an equal shareholding between the municipality and a private collaboration partner (50/50), and that the joint venture partner shall be chosen through a competition (decision KST-016/26). The proposed collaboration model means that the municipality provides the site for the joint venture and the private collaborating partner contributes capital equivalent to the agreed market price. The value of the Tivolitomta will be determined through the competition based on a market price, in accordance with the market actor principle and the government support regulations. Further information on the chosen implementation model and company structure is given in a separate information letter, to which interested parties are given access. It is important for the municipality to find a suitable cooperation partner with access to long term capital, as well as relevant experience and competence for the development of the Tivolitomta. The municipality would like to reach the market widely and come into contact with actors who have sufficient financial capacity and relevant experience. The market dialogue will be held before the competition for selection of collaborating partners. Only when the market dialogue has concluded, the actual competition will be announced and announced. The competition for choosing collaboration partners in its current form is considered not to be subject to the procurement regulations and it is planned to add up to a adapted competition with negotiations. Building and construction work has been chosen as the type of procurement in the absence of a relevant category for this assignment for notice in the market dialogue in KGV. That doesn't change that for now. The objective of the market dialogue The aim is to present the project, give market participants relevant information, and make the municipality visible as an attractive cooperation partner. The market dialogue shall also contribute to the municipality designing the best possible tender documentation. Interested actors are therefore invited to provide input and highlight conditions they deem significant for their possible participation in the competition. It is up to the municipality to assess what input should be taken into account. Participation in the market dialogue gives no advantages or disadvantages in the subsequent competition. It is possible to participate in the competition regardless of whether one participates in the market dialogue. Implementation of the dialogue Interested parties can register for individual meetings with the municipality. The meetings will be held in weeks 42 and 43. The deadline for registering interest in participating in the market dialogue is 16 October 2026. It is possible to book meeting time directly in KGV (Hyyr), in addition it will be possible to request a meeting by sending e-mails to the gender neutral preferred for the market dialogue. Contact person: SANDS Advokatfirma, c/o lawyer Cicilie Sørum. Email: csg@sands.no If enquiries are heavy, the municipality reserves the right to make necessary priorities based on the municipality's discretion. As a starting point, each meeting has a duration of approx. 1 hour. The municipality will use the question and answer form for written input (it is voluntary to answer). The form can be used both before and during the market dialogue (the form for filling in will be made available for interested parties). Furthermore, feedback on the provisional draft of the shareholder contract is also encouraged. Note that the shareholder contract will not be binding for the municipality until the presidency (or other political body that the municipality decides) has made a final decision on approving the shareholder agreement. Adjustments can occur. The municipality will document the meetings. Business secrets and confidential information will be handled confidentially. Relevant documentation and answers to questions from the market dialogue will be made available for interested parties. Further information The following annexes will be made available for interested parties: · Information letter on the chosen implementation model and company structure for joint companies. · Basic box printouts · Area plan with the accompanying provisions · Concept choice evaluation (KVU) · Preliminary draft of the shareholder contract. . Preliminary draft of investment contract . Preliminary draft of purchase agreement · Q&A Form Further information is available on the municipality ́s home page for the Tivolitomta. Information on the market dialogue will be published parallel to the home page and in the KGV. Access to the above mentioned documents is to be given via a sealed computer room - mySANDS. Based on 338 awards with a named winner over the last 3 years. Counted by award, not by value, because lot and framework amounts are not comparable.
Concentrated means the three most frequent winners took 65% or more of the awards; many suppliers, under 35% with at least ten different winners.
